Comm.-Minutes--February 20, 1990 430 <br /> <br />Discussion: Mr. Eckert suggested allowing more time for the <br />cities to find an alternative. Mr. Willis said he has met with <br />them in the past, and there was opposition from area police <br />departments. Glenn Ellingsberg said the liability is far too <br />great for the citizens of Cass County to accept. Mr. Shannon <br />said this is a serious community problem, and the intent of the <br />motion is to seek a solution, At the call for the question and <br />on roll call vote, the motion carried unanimously. Mr, Shannon <br />asked Mr. Willis and Mr. Ellingsberg to make personal contacts <br />as soon as possib'le with the cities involved to inform them of <br />the County's action. <br /> <br />10. <br /> <br />SHERIFF'S DEPARTMENT, OUt of state travel to Minneapolis <br /> HOTION, passed <br /> Hr. Sondrall moved and Hrs. Toussaint seconded that Sheriff <br /> Deputies Kitzan and Tollefson be authorized to attend the <br /> Reid Technique of Znterviewing and [nterrogation Hay 21-23, <br /> 1990, in Minneapolis. On roll call vote, the motion <br /> carried unanimously. <br /> <br />11. <br /> <br />PERSONNEL DEPARTMENT, Reevaluation of Personnel Assistant position <br />Geoffrey Riches, Personnel Director, recommended upgrading the <br />personnel assistant position to personnel specialist. He said the <br />County's Personnel Policy Committee temporarily assigned the <br />Personnel Assistant to a pay grade 17 pending the hiring of a <br />Personnel Director who would evaluate the position. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to approve the <br /> reclassification of the personnel assistant, pay grade 17, <br /> to personnel specialist, pay grade 21, to be effective upon <br /> employment of a person to replace Sandra Baumgarten who <br /> submitted her resignation effective February 28, 1990. <br /> Hr. Riches intends to hire someone near the entry level of <br /> $20,660. On roll call vote, the motion carried <br /> unanimously. <br /> <br />12. <br /> <br />PERSONNEL DEPARTMENT, Retroactive pay for Administrative Secretary <br />Mr. Riches recommended retroactive pay for Renata Gehrke, <br />administrative secretary in the Personnel Department, who was <br />formerly classified as a clerk II in the Auditor's Office. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to approve <br /> retroactive pay for Renata Gehrke in the amount of <br /> $1,048.75, as specified by the Personnel Director. On roll <br /> call vote, the motion carried unanimously. <br /> <br />13. <br /> <br />PERSONNEL DEPARTMENT, Retroactive pay for Personnel Assistant <br />Mr. Riches and Sandra Baumgarten requested that the Commission <br />approve retroactive pay of $800 for duties they feel she was <br />performing in addition to her position as personnel assistant and <br />acting personnel director. <br /> <br />Mrs. Toussaint said the Commission approved a stipend of $350 per <br />month for Mrs. Baumgarten. Mr. Riches said Mrs. Baumgarten feels she <br />should be compensated for the fact that her position was undervalued, <br />not including the pay that was given to her for acting personnel <br />director. Mrs. Toussaint expressed concern about giving retroactive <br />pay and its effect on any other employees. <br /> <br /> <br />
