Mr. Willis said he has met with them in the past, and there was opposition from area police departments. Glenn Ellingsberg said the liability is far too great for the citizens of Cass County to accept. Mr. Shannon said this is a serious community problem, and the intent of the motion is to seek a solution, At the call for the question and on roll call vote, the motion carried unanimously. Mr, Shannon asked Mr. Willis and Mr. Ellingsberg to make personal contacts as soon as possib'le with the cities involved to inform them of the County's action. 10. SHERIFF'S DEPARTMENT, OUt of state travel to Minneapolis HOTION, passed Hr. Sondrall moved and Hrs. Toussaint seconded that Sheriff Deputies Kitzan and Tollefson be authorized to attend the Reid Technique of Znterviewing and [nterrogation Hay 21-23, 1990, in Minneapolis. On roll call vote, the motion carried unanimously. 11. PERSONNEL DEPARTMENT, Reevaluation of Personnel Assistant position Geoffrey Riches, Personnel Director, recommended upgrading the personnel assistant position to personnel specialist. He said the County's Personnel Policy Committee temporarily assigned the Personnel Assistant to a pay grade 17 pending the hiring of a Personnel Director who would evaluate the position. MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to approve the reclassification of the personnel assistant, pay grade 17, to personnel specialist, pay grade 21, to be effective upon employment of a person to replace Sandra Baumgarten who submitted her resignation effective February 28, 1990. Hr. Riches intends to hire someone near the entry level of $20,660. On roll call vote, the motion carried unanimously. 12. PERSONNEL DEPARTMENT, Retroactive pay for Administrative Secretary Mr. Riches recommended retroactive pay for Renata Gehrke, administrative secretary in the Personnel Department, who was formerly classified as a clerk II in the Auditor's Office. MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to approve retroactive pay for Renata Gehrke in the amount of $1,048.75, as specified by the Personnel Director. On roll call vote, the motion carried unanimously. 13. PERSONNEL DEPARTMENT, Retroactive pay for Personnel Assistant Mr. Riches and Sandra Baumgarten requested that the Commission approve retroactive pay of $800 for duties they feel she was performing in addition to her position as personnel assistant and acting personnel director. Mrs. Toussaint said the Commission approved a stipend of $350 per month for Mrs. Baumgarten. Mr. Riches said Mrs. Baumgarten feels she should be compensated for the fact that her position was undervalued, not including the pay that was given to her for acting personnel director. Mrs. Toussaint expressed concern about giving retroactive pay and its effect on any other employees.
