'Hinutes--February 6, 1990 426 <br /> <br />35. <br /> <br />36. <br /> <br />FUTURE'S COMMITTEE, Extensio~ office space discussed <br />Mrs. Toussaint said she spoke with Rudy Radke about using office <br />space in the basement of the Juvenile Justice Center on a temporary <br />basis for Scott Kildahl, coordinator for the "Cass County Model" <br />project. She said Hr. Radke is reluctant to give up some space used <br />by the Extension Service. <br /> <br />Hr. Shannon said the only other County space he could think of would <br />be the Sheriff's Residence adjacent to the jail. He had an estimate <br />of $1,550 to restore some plumbing so it could be utilized. <br /> <br />Hr. Wieland preferred to have the Extension Service cooperate in <br />trying to find space at the Juvenile Center, and Hr, Radke will be <br />contacted again, <br /> <br />VECTOR CONTROL DISTRICT, Aqreements siRned <br />The Chairman asked if everyone had an opportunity to read the <br />proposed agreement for administrative services and the employment <br />agreement between the vector control district and the director, <br />Hr. Eckert said he is opposed to the employment agreement because he <br />feels vector control employees should be under the same rules and <br />policies as other employees if they are considered County employees. <br /> <br />Hrs. Toussaint said she is opposed to the agreement because she <br />thinks a seasonal person should be paid for the number of hours <br />worked rather than being paid by the month. <br /> <br />Mr. Sondrall felt the vector control district should continue <br />operating as they have in the past. Mr. Wieland said he would support <br />the agreement at this time and said it could be changed if someone <br />comes up with a better way of handling it. <br /> <br />Mr. Shannon asked if the Commission could come up with something in <br />the next one to two weeks that would satisfy all of the concerns, but <br />Mr. Eckert felt it should come to a vote today. MOTION, failed <br /> Mr. Wieland moved and Hr. Sondrall seconded to approve the <br /> agreement for administrative services with the vector <br /> control district as developed by the States Attorney. The <br /> motion failed on roll call vote with Mr, Wieland and Mr. <br /> Sondrall voting "yes"; Mr. Eckert, Mr. Shannon and Mrs. <br /> Toussaint voting "no." <br /> <br />Mr. Wieland said he thought the vector control district could proceed <br />without the county's approval according to State law, He said the <br />agreement provides for administrative services that the County is <br />already performing. <br /> <br />Mr. Shannon asked Mr. Young if he will receive benefits like other <br />County employees, and Mr. Young said he would receive no health <br />insurance benefits, no annual leave and no sick leave. <br /> <br />The States Attorney said there are two separate agreements, and only <br />one deals directly with the County. He said the employment agreement <br />is between the vector control district and the director, but <br />obviously the County has an interest in it. <br /> <br /> <br />
