Eckert seconded to approve the
extension of the monthly stipend of $350 for Sandra
Baumgarten from January 15, 1990 until her separation from
County employment on or before February 28, 1990. Hotion
carried unanimously.

27.

PERSONNEL DEPARTMENT, Payroll clerk moved from Auditor's Office
Hr. Riches said he has no clerical support in his department and
after visiting with the County Accountant, they recommended that
Renata Gehrke move from the Auditor's Office to the Personnel
Department. Hr. Montplaisir said 50-70% of Miss Gehrke's time is
spent on payrolli He did not foresee hiring a replacement for her in
the Auditor's Office at this time, but he said the office may need to
hire temporary services during certain times of the year.

Mr. Shannon asked Auditor Ordelle Brua how she felt about this, and
she said Mr. Montplaisir discussed it with her. They will wait and
see how it works out as far as not hiring a replacement. MOTION, passed
Hr. Wie]and moved and Mr. Sondrall seconded to authorize
the transfer of one position from the Auditor's Office to
the Personnel Department with the continuation of payro]]
duties, as recommended by Hr. Riches and Hr. Montp]aisir.
On roi] ca]] vote, the motion carried unanimous]y.

28.

OVERTIME/COMPENSATORY TIME, Report from States Attorney & Personnel
A letter was received from the States Attorney dated January 24
regarding overtime and compensatory time issues. Mr. Hoy's letter
contains a list of additional exempt positions under the Fair Labor
Standard's Act. He also listed four Social Worker I positions that
were deleted from the 'list of exempt positions as a result of the
recent F.L.S.A. audit, but he said the positions should be
reclassified and replaced on the list of exempt positions.

Mr. Hoy said there is a question of whether the County will a]low
compensatory time for exempt employees. This is being exercised
informally in some County offices, but not in all offices. He said
there should be a formal policy that applies to all departments.

Mr. Riches said he is in the process of developing an entirely new
policy and procedures manual, which he hopes to have drafted by this
summer. He agreed with Mr. Hoy and Commissioners on the need for a
centralized, uniform policy. He said he intends to contact some
County departments for input, and he will come back to the Commission
at a later date with a recommendation on a uniform policy. MOTION, passed
Mr. Wie]and moved and Mrs. Toussaint seconded to receive
and file the information from Robert Hoy, and request an
update from Mr. Riches on April 17, 1990.
