Hinutes--February 6, 1990 422 <br /> <br />20. <br /> <br />22. <br /> <br />SHERIFF'S DEPARTMENT, AnRual report received <br />The Sheriff distributed copies of the 1989 annual report for his <br />department. Commissioners can contact him if they have questions, <br /> <br />BRIDGE UPDATE, Rutten bridge in Stanley Township remove~ <br />Hr. Eckert reported that the bridge known as the "Rutten bridge" in <br />Stan'ley Township was removed last week. He said the Commissioners <br />received a copy of a letter addressed to the County Engineer from the <br />Stanley Township Board of Supervisors requesting that the bridge be <br />removed as soon as possible because of potential liability. Hr. <br />Shannon said the bridge was condemned some time ago, but people were <br />removing the barriers and using the bridge anyway. <br /> <br />ROAD HAINTENANCE, 52nd Avenue South <br />Hr. Eckert reported on a follow-up meeting with the State Highway <br />Department regarding future maintenance of 52nd Avenue South from <br />Interstate 29 to University Drive. He said the State Highway <br />Department agreed to pay $170,O00 of the total cost of $285,000 for <br />reconstruction and paving. The State requested that Cass County be <br />the lead agency to obtain local funding from the various entities to <br />total the remaining $115,0OO. Hr. Eckert has been unsuccessful in <br />securing that total amount, but he said tentative approval was given <br />for the State to begin their design and engineering phases. <br /> <br />Mr. Shannon asked Commissioners Sondra11, Wieland and Eckert to <br />continue investigating this so the Commission can soon proceed with <br />getting a contract on this portion of road, <br /> <br />VECTOR CONTROL DISTRICT, Aqreements delayed until later today <br />Hr. Eckert said he met with members of the Cass County Vector Control <br />District Board, the States Attorney, County Accountant, and the <br />Personnel Director regarding a proposed employment agreement with <br />Joel Young, Director of the Vector Control District. Hr. Eckert said <br />the Vector Control Board is responsible for the entire operation, but <br />they could assign some of that responsibility to the County. <br /> <br />Robert Hoy, States Attorney, said when the Vector Control District <br />was originally formed, they designated the County Auditor as <br />treasurer of those funds. He drafted two agreements according to his <br />understanding of what both parties are concerned with--one agreement <br />outlines the services the Vector Control District is getting from <br />Cass County. The other agreement is an employment agreement between <br />Joel Young and the Vector Control District. <br /> <br />Goodwin Hoff, Chairman of the Vector Control Board, said these <br />agreements reflect action taken by his board at the time the vector <br />control district was formed; He urged approval of the agreements. <br /> <br />Geoffrey Riches, Personnel Director, had some concerns about the <br />number of. hours specified for Mr. Young's work. Mr, Hoff said the <br />Cass County district is the sixth in the State to be organized. The <br />first four districts are in the western part of the State where the <br />mosquito population is not very high because it is drier there. The <br />fifth district is Wahpeton, but Cass County's district encompasses <br />more area. <br /> <br /> <br />
