Corem; Minutes--January 2, 1990 407 <br /> <br />19. LAKE AGASSIZ REGIONAL COUNCIL, Federal fundin,q <br />Hr. Wieland reported that he attended a meeting at the Lal;e Agassiz <br />Regional Counci'l office where they were informed that a majori'ty <br />of their Federal funds for 1990 have been restored· The total <br />amount of loss was reduced from $55,000 'to $15,OO0. Hr. Shannon <br />asked i f the Fargo-Cass Coul~ty Economic Deve Iopment Corporation <br />could move to the Small Business Incubator site where Lake Agassiz <br />Regional Council offices are located, and Mr. Wie'land said it may <br />be possible· <br /> <br />20. CONTRACT, Fargo Community Health Center <br />Hike Hontplaisir reported that the Fargo Community Health Center- <br />was asked to draft a contract for' services they are providing to <br />Cass County. The contract was referred to the States Attorney and <br />will be sent to the Commissiol~ this week. <br /> <br />21. VECTOR CONTROL DIRECTOR, Employment Agreement <br />On this date, the Commissioners received a proposed Employment <br />Agreemen~ between Cass County and Joel Young, Director of the Cass <br />County Vector Control District. Robert Hoy said he was asked to <br />prepare the contract which deals with Mr. Young's concerns and with <br />what Mr. Hoy knows of the County's concerns as far as the Fair <br />Labor Standards Act. He said he has not discussed it with the <br />Vector Control District board to know if it meets their needs. <br /> <br />f4r. Eckert said he attended a meeting of tt~e Vector Control <br />District board on December 21, when this contract was discussed, <br />and he has a number of concerns about the contrac:t. Mrs. l'oussaint <br />asked if the County has employment agreements with other employees, <br />and Mr. Hoy said the only one he is aware of is with the newly <br />appointed personnel director. <br /> <br />Mr. Shannon suggested that Mr. Eckert discuss his concerl~s with the <br />States Attorney and the accountant prior to the next meeting. <br /> <br />22. BUDGET INFORMATION, North Dakota Assn. of Counties <br />The North Dakota Association of Counties sent information including <br />projections of State funds for counties for 1990, reductior}s in <br />biennial payments due to the tax referrals, and an analysis of <br />local impacts. Mr. Shannon asked Commissioners to review and file <br />this for future reference. <br /> <br />23. COUNTY COURT, Full time probation officer <br />Judge Frank Racek requested that the Commission upgrade the <br />position of County Court Probation Officer to full time at an <br />annual salary of $19,O58. He said a federal drug enforcement money <br />grant of $9,500 was approved for 1990 and under this grant, the <br />probation officer's duties would include pre-trial screening and <br />pre-trial monitoring of individuals. <br /> <br />Judge Racek said the money is only guaranteed for one year, and he <br />told this to the present probation officer. Funds can be requested <br />again next year, but may or may not be approved. <br /> <br />Mr. Wieland suggested that the Personnel Technician be advised of <br />the status of the probation officer position, and Judge Racek said <br />he would contact that department.
