Comm. Minutes--January 2, 1990 406

15. ROAD COMMITTEE, Review 1990 projects with Commissioners
Mr. Eckert said he asked Don Richards to accumulate information on
1990 road projects proposed by the 10 mill levy road committee, and
to hold an informational meeting with the County Commissioners.
Mr. Shannon asked Mr. Eckert to poll the others to decide on an
appropriate time and inform the Commission at the next meeting.

16. ROAD MAINTENANCE, 52nd Avenue South
Mr. St]annor~ referred to a letter which the County received December
14, 1989, from Ray Zink, Chief Engineer for the Sta'te Highway
Department, concerning their meeting with local entities about the
future of 52nd Avenue South. In his letter, Hr. ZinP. said the State
Highway Department made a commitment to returr~ to the same group
before February 1, 1990. Mr. Shannon asked Don Richards to contact
Mr. Zink if the County does not hear from him by mid-January.

17. RECYCLING PROJECT, Plannin~..pepartment to implement
COtlf~ty Play, net Earl Haugen introduced Robert Stein, who was an
intern with his department and who is proposing that the County
Courthouse be involved in a paper recycling program.

Mr. Stein had good response from County departments indicating a
willingness to participate on a voluntary basis. He contacted
Professional Building Services, the company contracting for
janitorial service at the Courthouse, and they do not foresee an
increase in their charges.

Additional containers will be needed to collect the paper at an
estimated cost of about $250 for 10. However, this may be offset
by a reduction in the garbage utility service of $20-$55 per month.

Mr. Sondral'l suggested contacting the Fargo Fire Department since
the paper will be stored inside the Courthouse until it is picked
up by The Recycling Center. Mr. Stein said it may be collected
every day depending upon the quantity, but he agreed to notify the
fire department. Mr. Shannon suggested that he also notify the
Fargo Planning Department.

Mr. Shannon commended Mr. Stein on his efforts in investigating
and implementing this project on the County level. MOTION, passed
Mrs. loussaint moved and Mr. Wie]and seconded to authorize an
expenditure of about $250 to purchase collection containers
for a paper recycling program in the Courthouse; the Auditor's
Office to determine where the money wi]] initially be paid
from, with the idea that the program wi]] be se]f-funded. On
roll ca]] vote, the motion carried unanimously.

18.
