APPOINTHENT, Water' resource district, boards Appointments to the Rush River and North Cass Water' Resource District Boards for two terms expiring on each board were delayed from the last meeting until tile States Attorney could determine if the terms can be staggered. The States Attorney said the original intent of tile statute is that tile terms be staggered. He will work with the Commission Secretary to determine how the terms doubled up. 12. APPOINTMENT, Southeast Human Services Hr. Shannon suggested that a member of the Cass County Commission serve on the Southeast Human Services Advisory Council in view of the fact that there is some talk from the State level about reorganization of county welfare into regions. He asked Mr. Wieland to consider that position because of his legislative activities, and Mr. Wieland said he would not turn it down. MOTION, passed Mr. Sondrall moved and Mr. Eckert seconded to appoint Commissioner Alon Wieland to the Southeast Human Services Advisory Council for a two year term to replace Alvin Johnson, whose term expired December 31, 1989. Hr. Wieland suggested sending a letter to the people who applied for this position thanking them for their interest and suggesting that they keep future openings in mind. On roll call vote, the motion carried unanimously. 13. HISTORICAL SOCIETY, Rejects idea of task force committee Hr. Eckert asked to bring up under board appointments on the agenda a letter from Darrol Schroeder, President of the Cass County Historical Society, informing the Commission that they rejected the Commission's suggestion to appoint a task force committee to resolve problems at Bonanzaville. A letter was also received from Lila Hutchinson asking about the status of the nine-member committee. Accountant Hike Hontplaisir read the 1990 budget notation referring to the County putting Historical Society funds in escrow with the stipulations outlined at the September 25, 1989 Commission meeting. Mr. Shannon said that will remain the policy of this board, absent any changes. Mr. Eckert said the Commission agreed to appoint three members to this committee, but has not done so. Mr. Shannon said there is no reason for the Commission to appoint someone at this time because only one of the two groups have complied with the County's request. 14. ROAD ENGINEER, Convention in Bismarck County Engineer Don Richards invited Commissioners to attend the annual North Dakota Association of County Engineers convention in Bismarck on January 31, February 1 and 2, 1990. NOTION, passed Hr. Eckert moved and Mrs. Toussaint seconded that Commissioner Sondrall be permitted to attend the engineers' convention in Bismarck. Hotion carried.
