Corem, Minutes--January 2, 1990 405 <br /> <br />11. APPOINTHENT, Water' resource district, boards <br />Appointments to the Rush River and North Cass Water' Resource <br />District Boards for two terms expiring on each board were delayed <br />from the last meeting until tile States Attorney could determine if <br />the terms can be staggered. <br /> <br />The States Attorney said the original intent of tile statute is that <br />tile terms be staggered. He will work with the Commission Secretary <br />to determine how the terms doubled up. <br /> <br />12. APPOINTMENT, Southeast Human Services <br />Hr. Shannon suggested that a member of the Cass County Commission <br />serve on the Southeast Human Services Advisory Council in view of <br />the fact that there is some talk from the State level about <br />reorganization of county welfare into regions. He asked <br />Mr. Wieland to consider that position because of his legislative <br />activities, and Mr. Wieland said he would not turn it down. <br /> MOTION, passed <br /> Mr. Sondrall moved and Mr. Eckert seconded to appoint <br /> Commissioner Alon Wieland to the Southeast Human Services <br /> Advisory Council for a two year term to replace Alvin Johnson, <br /> whose term expired December 31, 1989. Hr. Wieland suggested <br /> sending a letter to the people who applied for this position <br /> thanking them for their interest and suggesting that they keep <br /> future openings in mind. On roll call vote, the motion <br /> carried unanimously. <br /> <br />13. HISTORICAL SOCIETY, Rejects idea of task force committee <br />Hr. Eckert asked to bring up under board appointments on the agenda <br />a letter from Darrol Schroeder, President of the Cass County <br />Historical Society, informing the Commission that they rejected the <br />Commission's suggestion to appoint a task force committee to <br />resolve problems at Bonanzaville. <br /> <br />A letter was also received from Lila Hutchinson asking about the <br />status of the nine-member committee. <br /> <br />Accountant Hike Hontplaisir read the 1990 budget notation referring <br />to the County putting Historical Society funds in escrow with the <br />stipulations outlined at the September 25, 1989 Commission meeting. <br /> <br />Mr. Shannon said that will remain the policy of this board, absent <br />any changes. <br /> <br />Mr. Eckert said the Commission agreed to appoint three members to <br />this committee, but has not done so. Mr. Shannon said there is no <br />reason for the Commission to appoint someone at this time because <br />only one of the two groups have complied with the County's request. <br /> <br />14. ROAD ENGINEER, Convention in Bismarck <br />County Engineer Don Richards invited Commissioners to attend the <br />annual North Dakota Association of County Engineers convention in <br />Bismarck on January 31, February 1 and 2, 1990. NOTION, passed <br /> Hr. Eckert moved and Mrs. Toussaint seconded that Commissioner <br /> Sondrall be permitted to attend the engineers' convention in <br /> Bismarck. Hotion carried. <br /> <br /> <br />
