Comm. Minutes--December 19, 1989 400 <br /> <br />26. APPOINTMENT, Community Action Agency MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to reappoint <br /> Commissioner Oscar Sondrall to the Southeastern North <br /> Dakota Community Action Agency for a five year term to <br /> expire January 1, 1995; and to write a letter of regret to <br /> Lila Hutchinson thanking her for her interest in this <br /> position. Motion carried. <br /> <br />27. APPOINTMENT, Vector Control MOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded to reappoint <br /> Walter Valovage to the Cass County Vector Control District <br /> for a five year term to expire January 1, 1995. Motion <br /> carried. <br /> <br />28. APPOINTMENT, Human Services <br />One application was received for two positions on the Southeast Human <br />Services Board. The Commission Secretary will review applications <br />received the last time appointments were made and will ask Lila <br />Hutchinson if she is interested in this board position. MOTION, pas~ed <br /> Mr. Shannon moved and Mrs, Toussaint seconded to reappoint <br /> Adeline Hartl to the Human Services Board for a two year <br /> term to expire January 1, 1992. Motion carried. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded to write a letter to <br /> Alvin Johnson, who did not seek reappointment to the Human <br /> Service Board, thanking him for his time. Motion carried. <br /> <br />29. SOCIAL SERVICES, Resolut}on ¢1989-24 dissolvinR present Board <br /> MOTION, passed <br /> Concerning board appointments, Mrs. Toussaint read the following <br /> resolution: <br /> WHEREAS, the recent defeat of the three State tax measures <br /> will likely result in a reduction of State funding available for <br /> programs administered by the Social Services Board; and <br /> WHEREAS, the Social Services Board is comprised of <br /> individuals giving of their personal time to administer human <br /> service programs for the public good; and <br /> WHEREAS, the Social Service Board is statutorily without <br /> the fiscal authority necessary to address the substantial fiscal <br /> changes which must result from the imminent reduction in State <br /> funding for these programs; and <br /> WHEREAS, the Social Service Board itself has recognized the <br /> need to streamline the decision making process in order to deal <br /> effectively with these upcoming fiscal issues; NOW, THEREFORE, I move as follows: <br /> 1. Each of the nine current members of the Cass County <br /> Social Service Board be immediately removed; and our Chairman be <br /> authorized to sign a Joint Resolution to that effect for <br /> submission to the Executive Director of the North Dakota <br /> Department of Human Services; and further, letters be sent to <br /> each of those nine Board Members expressing the County's <br /> appreciation for their service to the County; and <br /> <br /> <br />
