APPOINTMENT, Community Action Agency MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to reappoint Commissioner Oscar Sondrall to the Southeastern North Dakota Community Action Agency for a five year term to expire January 1, 1995; and to write a letter of regret to Lila Hutchinson thanking her for her interest in this position. Motion carried. 27. APPOINTMENT, Vector Control MOTION, passed Mr. Wieland moved and Mr. Sondrall seconded to reappoint Walter Valovage to the Cass County Vector Control District for a five year term to expire January 1, 1995. Motion carried. 28. APPOINTMENT, Human Services One application was received for two positions on the Southeast Human Services Board. The Commission Secretary will review applications received the last time appointments were made and will ask Lila Hutchinson if she is interested in this board position. MOTION, pas~ed Mr. Shannon moved and Mrs, Toussaint seconded to reappoint Adeline Hartl to the Human Services Board for a two year term to expire January 1, 1992. Motion carried. MOTION, passed Mr. Wieland moved and Mr. Sondrall seconded to write a letter to Alvin Johnson, who did not seek reappointment to the Human Service Board, thanking him for his time. Motion carried. 29. SOCIAL SERVICES, Resolut}on ¢1989-24 dissolvinR present Board MOTION, passed Concerning board appointments, Mrs. Toussaint read the following resolution: WHEREAS, the recent defeat of the three State tax measures will likely result in a reduction of State funding available for programs administered by the Social Services Board; and WHEREAS, the Social Services Board is comprised of individuals giving of their personal time to administer human service programs for the public good; and WHEREAS, the Social Service Board is statutorily without the fiscal authority necessary to address the substantial fiscal changes which must result from the imminent reduction in State funding for these programs; and WHEREAS, the Social Service Board itself has recognized the need to streamline the decision making process in order to deal effectively with these upcoming fiscal issues; NOW, THEREFORE, I move as follows: 1. Each of the nine current members of the Cass County Social Service Board be immediately removed; and our Chairman be authorized to sign a Joint Resolution to that effect for submission to the Executive Director of the North Dakota Department of Human Services; and further, letters be sent to each of those nine Board Members expressing the County's appreciation for their service to the County; and
