RESOLUTION ~1989-23, Refunding improvement bonds <br />Terry Nelson of NoDak Bonds held a bid opening at 10:00 a.m. today <br />for $355,000 Cass County refunding improvement bonds. He said ten <br />bids were received ranging from an interest rate of 6.27% to 6.47%. <br />He recommended accepting the .low bid of Norwest Investment Services. <br />He said the County received an "A-I" rating, the bidding showing that <br />the rating was good. <br /> <br />In order to get a "AA" rating, Mike Montplaisir said the County will <br />have to increase reserves, and the Commission is working on that. <br /> MOTION, passed <br /> Hr. Wieland moved and Mr. Shannon seconded to adopt <br /> RESOLUTION ~1989-23 PROVIDING FOR THE ISSUANCE OF $355,000 <br /> COUNTY OF CASS REFUNDING IHPROVEHENT BONDS OF 1990. On <br /> roll call vote, the motion carried unanimously. <br /> <br />18. SOCIAL SERVICES, Community Survival Program <br />On August 1, 1989, the County Commission requested an evaluation of <br />the Community Survival Program by the Social Services Board. Social <br />Services has delayed the report to the County Commission, the most <br />recent delay being until the December 19th Commission meeting because <br />of the December 5 tax referral vote. In a memo to Chairman Don Eckert <br />dated December 18, 1989, Director Tom Jensen said a number of <br />unsettled issues from the tax referral may impact the Social Service <br />budget, and a priority list of optional programs will be developed. <br /> <br />Jim Berglie requested a continuation of the Community Survival <br />Program at the current levels. He said the program is 100% State <br />funded. <br /> <br />Mrs. Toussaint said a committee of the Social Services Board asked <br />the Director to prepare a list of priorities of non-mandated <br />programs, and he has not provided this to the committee. She <br />recommended continuing the motion of August 1, 1989, whereby salaries <br />of the Community Survival Program staff as of January 1, 1990, will <br />revert back to current salaries as of December 31, 1988, until the <br />County Commission receives a report and recommendation. <br /> <br />Mr. Berglie said the staff of the Community Survival Program is being <br />penalized if this priority list is not provided in early January. <br /> <br />19. PERMIT FOR SPECIAL EVENT, Windbreak and Knickerbocker <br />Requests were received from the Windbreak Lounge and the Knickerbocker <br />Liquor Locker for special event permits to conduct business on Sunday, <br />December 31, for New Year's Eve. They provided a letter from their <br />respective township boards approving the request. <br /> <br />The Commission Secretary conferred with the States Attorney, and he <br />indicated that the County can issue special permits by State statute. <br />The City of Fargo is granting special permits for alcoholic beverage <br />licensees to conduct business on December 31, 1989. <br /> <br /> <br />
