Comm, Minutes--December 19, 1989 396 <br /> <br />MOTION, passed <br />Mr. Shannon moved and Hr. Sondra]l seconded that the Cass <br />County Highway Department may purchase highway right of way <br />by appraisal and/or negotiation as necessary for <br />construction projects subsequent to January 1, 1990. The <br />motion carried on roll call vote with four members voting <br />"Aye", Mr. Eckert opposing for the reason that he feels a <br />county road is a benefit to adjoining land owners and <br />increases the value of their land. <br /> <br />9. CONTRACT FOR MENTAL HEALTH PUBLIC DEFENDER, Renewed MOTION, passed <br /> Hr. Wieland moved and Mr. Sondrall seconded to approve the <br /> i contract renewal for mental health public defenders with <br /> the Ottmar Law Firm in Jamestown at the same rate as for <br /> 1989. On roll call vote, the motion carried unanimously. <br /> <br />10. CONTRACT FOR PUBLIC DEFENDERS, Renewed MOTION, passed <br /> Mrs. Toussaint moved and Mr. Shannon seconded to approve <br /> 1990 public defender contracts with Steven D. Hottinger and <br /> Hark Beauchene at the 1990 budgeted amount of $27,600 each. <br /> Other than'an increase in the contract amount, there is an <br /> additional clause which says that if the County enters into <br /> an agreement with the City of West Fargo, the public <br /> defenders shall be paid an additional $200 per month for <br /> each month the agreement is in effect for 1990. On roll <br /> call vote, the motion carried unanimously. <br /> <br />11. CONTRACT WITH CENTRE, INC., Renewed MOTION, passed <br /> Mr. Wieland moved and Hr. Shannon seconded to approve the <br /> contract with Centre, Inc. for probation services for 1990. <br /> On roll call vote, the motion carried unanimously. <br /> <br />12. COURT TRANSFER CASES, Contract to be drawn with Fargo <br />County Court Judge Frank Racek requested permission for the States <br />Attorney to proceed with preparing a contract with the City of Fargo <br />to split the fees by 50%, retroactive to July 1, 1989, for City of <br />Fargo transfer cases handled in Cass County Court. MOTION, passed <br /> Mr. Shannon moved and Hr. Sondrall seconded that the States <br /> Attorney draft a contract to divide proceeds from the City <br /> of Fargo transfer cases handled in Cass County Court on a <br /> 50-50 basis between the two entities, retroactive to July <br /> 1, 1989. Motion carried. <br /> <br />13. CONTRACT FOR HEALTH INSURANCE, Revised and renewed <br />Mike Montplaisir reported that the Benefits Committee reviewed the <br />health insurance contract for next year, and he wrote a letter to the <br />Commission dated December 8, 1989, on behalf of the Benefits <br />Committee. <br /> <br />Mr. Wieland asked if the County is reaching a point where self- <br />insuring is not in their best interests, and Mr. Montplaisir said it <br />is something the committee will have to be concerned with next year. <br />He said Blue Cross-Blue Shield administrators say the County may have <br />to look at raising deductibles and keeping costs down. <br /> <br /> <br />
