Comm. Hinutes--December 191, 1989 395 <br /> <br />DAKOTA, WILL ISSUE ITS REVENUE BONDS THEREFOR IN THE <br />PRINCIPAL AMOUNT OF APPROXIMATELY $2,000,000." The motion <br />carried on roll call vote with four members voting "Aye", <br />Mr. Shannon abstaining. <br /> <br />6. SOCIAL SERVICES, Evaluation of Director MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded that the <br /> Commission concurs with the Social Service Board's <br /> intention of hiring Scott Kildahl as consultant to perform <br /> the 1989 and additional .1990 review of the Social Services <br /> Director as outlined at the December 11, 1989 Social <br /> Services Board meeting. Motion carried. <br /> <br />7. PERSONNEL POLICY CHANGE, Sick leave and holidays <br />Posting of the proposed changes in Section 4.2 and Section 4.8 of the <br />Cass County Personnel Policy Manual has exceeded the 15-day <br />requirement. One letter was received from Jim Thoreson dated <br />November 30, 1989, and petitions were received yesterday from a <br />number of other employees in the Sheriff's Department sharing the <br />concerns in Mr. Thoreson's letter. <br /> <br />Mr. Thoreson was, present and said he is concerned with the County <br />Commission changing policies at this time when the second item on the <br />priority list for the newly appointed personnel director is a review <br />of the County's personnel policies, <br /> <br />Mr. Eckert said the Benefits Committee addressed the holiday issue <br />after the Commission was asked to consider granting the Friday after <br />Thanksgiving as a holiday. Also, County policy did not cover the <br />Christmas holiday schedule when it falls during the week. Mr. <br />Thoreson said there is no recognition for employees working on a <br />holiday when it falls on a weekend. <br /> <br />Mr. Thoreson is also concerned that there are two sick leave <br />policies, Social Services employees follow a State policy rather <br />than the County policy, <br /> <br />Mr. Montplaisir said the biggest change proposed for the sick leave <br />policy is increasing sick leave to eight hours per month for <br />employees who were receiving four hours per month, He and the <br />Commission were in agreement that the personnel director will need to <br />review the entire policy manual. Some members of the Benefits <br />Committee did not feel the concerns in Mr. Thoreson's letter should <br />prevent adoption of the policy changes at this time. MOTION, passed <br /> Mr. Shannon moved and Mr. Sondrall seconded to adopt the <br /> policy changes as posted for Section 4.2 and Section 4.8 of <br /> the County Personnel Policy Manual. On roll call vote, the <br /> motion carried unanimously. <br /> <br />8. ROAD DEPARTMENT, Right of way acquisition procedure <br />County Engineer Don Richards is concerned that Cass County's policy <br />of not paying cash for right of way for county highway projects may <br />jeopardize the County's federal aid. He recommended changing the <br />Highway Department's "Right of Way Acquisition Policy" so they may <br />purchase right of way after January 1, 1990, <br /> <br /> <br />
