Comm. Ninutes--Dec. 5, 1989 391

15. SOCIAL SERVICES, Averages on contributions
Since each Commissioner has their own thoughts on how the $85,000
could be distributed, Mr. Shannon suggested charting each
Commissioner's dollar amounts and average them to arrive at how the
money would be distributed to various agencies. Hr. Wieland was not
in favor of this because someone could put in a number of zeros.
MOTION, passed
Hr. Shannon moved and Hrs. Toussaint seconded to use as the
criteria for distributing the $85,000 a system of averages
whereby each of the Commissioners and the Social Services
Board make a recommendation for the respective agencies
listed, or any other agencies; subject to a maximum
expenditure of $85,000. The motion carried.

16. SOCIAL SERVICES, Averages accepted
After preparing their own recommendations, Mr. Montplaisir drew a
chart of each Commissioner's preference and the Social Services Board
recommendation listed in their budget. The averages are as follows:

Rape and Abuse
Fargo Youth Center
Hospice i
Island Park Activity
YWCA
Nokomis Day Care
Sexual Abuse
New Life Center

$27,276
2,500
4,750
5,350
7,083
11,625
2,908
6,728
$68,220 + $16,780 to be escrowed

Chairman Eckert asked if these are the final figures to be used for
1990, and the secretary was asked to read the previous motion aloud.
Mr. Eckert did not feel the motion specified that these would be the
final figures.
MOTION, passed ~,
Hrs. Toussaint moved and Hr. Shannon seconded to accept the
figures from the Commissioners and Social Services Board
averaging, as presented by the Accountant. The motion
carried on roll call vote with Hr. Sondrall, Hrs. Toussaint
and Hr. Shannon voting "Yes"; Hr. Wieland and Hr. Eckert
voting "No."

17. SOCIAL SERVICES, Contingency fund
Hr. Shannon asked that the minutes reflect that the dollar amount
which he slated as escrow is really a contingency fund for Social
Services. The Chairman asked for a motion to that effect. MOTION, passed
Hr. Shannon moved and Hrs. Toussaint seconded that the
dollar amount slotted as escrow funds is intended as a
contingency fund for expenses in 1990 for the Social
Services Department. The motion carried on roll call vote
with Hrs. Toussaint, Hr. Wieland and Hr. Shannon voting
"Yes"; Hr. Eckert and Hr. Sondrall voting "No."

18. SOCIAL SERVICES, Acting Director's services retained
Chairman Eckert said the Social Services Board approved retaining the
services of Scott Kildahl, on a part-time basis, to assist the Social
Services Department through January 31, 1990.
