Comm, Hinutes--Dec, 5, 1989 390 <br /> <br />13. SOCIAL SERVICES, Budget contributions <br />Commissioner Wieland was asked to submit recommendations on the <br />disbursement of $85,000 in the 1990 budget for contributions and for <br />future year's grants. He provided a copy of his recommendations to <br />each Commissioner and asked for input from them. MOTION, passed <br /> Hr. Shannon moved and Hrs. Toussaint seconded to adopt <br /> recommendation ~2 whereby total grants for 1991 and future <br /> years be limited to a maximum amount of .45 of 1 per cent <br /> of the total budget as approved the previous year on <br /> October 30; but that the money not necessarily be spent by <br /> the Commission. Hotion carried. <br /> <br />Concerning Hr. Wieland's recommehdation ~3, outlining a procedure for <br />agencies to obtain grants for 1991 and future years, Mr. Shannon said <br />specific criteria is needed. He suggested that an agency such as <br />United Way develop the criteria. Mr. Wie]and said he would not have <br />a problem with using the same people but did not think it should be <br />connected totally with United Way. He said the final decision should <br />be made by the County Commission. Mr. Wieland suggested delaying <br />recommendation ~3 until the County consults with United Way, as well <br />as the City of Fargo. <br /> <br />Mr. Sondrall felt the Commission needs to decide today on allocation <br />of the $85,000 from the 1990 budget, and Mr. Eckert was in agreement. <br /> MOTION, passed <br /> Hrs. Toussaint moved and Hr. Wie]and seconded that Commissioners <br /> Shannon and Wie]and investigate with the City of Fargo and <br /> United Way a method for developing criteria for obtaining grants <br /> for 1991 and future years, and bring back a recommendation for <br /> the 1991 budget. Hotion carried. <br /> <br />14. SOCIAL SERVICES, Telephone budget <br />Hrs. Toussaint said the Social Services budget for telephones was not <br />based on the correct per-line charge, and their budget wi]] be about <br />$5,000 short for 1990. She suggested taking Social Services <br />recommendation to deduct 5% from each of the agencies they <br />recommended for funding and put that amount in the telephone account. <br /> MOTION, failed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to deduct $5,000 <br /> from the $85,000 set aside for contributions and transfer it to <br /> the Social Services telephone account, which will allow Social <br /> Services to pay for the cost of their telephone lines in 1990. <br /> Mr. Eckert said he is not in favor of taking money from the <br /> contributions line item for telephones. Mrs. Toussaint said the <br /> rest of the Social Services budget is tight. Mr. Sondrall asked <br /> when Social Services was informed about the increase in <br /> telephone cost, and Mrs. Toussaint said Glenn E]]ingsberg <br /> attended one of the Socia3 Services Board meetings about <br /> telephone costs but that is not reflected in their minutes. Mr. <br /> Montp]aisir said Mr. E]]ingsberg told the Social Services Board <br /> or Tom Jensen, Social Services Director, that the line charges <br /> would be increased. At the call for the question, the motion <br /> failed with Commissioners Shannon and Toussaint voting "Yes", <br /> Commissioners Eckert, Sondral] and Wie]and voting "No." <br /> <br /> <br />
