Comm. Hinutes--Dec. 5, 1989 389 <br /> <br />9, DATA PROCESSING CONTRACTS, Tax package & software conversion <br />Hichael Steiner, data processing manager, requested authorization for <br />the chairman to sign a contract with New World System for a tax <br />package in the amount of $42,140 and with Computer Resources & <br />Technology for software conversion in the amount of $15,000. The <br />States Attorney said he is satisfied with the way these contracts <br />have been amended and drafted at this point. <br /> <br />Mr. Shannon asked about the City of Fargo, and Mr. Steiner said they <br />have been informed that the County intends to purchase this tax <br />package. He said they looked at the demonstration package and felt <br />it would meet their needs. MOTION, passed <br /> Mr. Shannon moved and Mr. Sondrall seconded to allow <br /> authorization for signing of these contracts sublect to a <br /> letter favorably acknowledging this action by City of Fargo <br /> officials Mark Thelen and Mayor Jori Lindgren, or the City <br /> Commissioner having this portfolio. On roll call vote, the <br /> motion carried unanimously. <br /> <br />10. EMERGENCY 911, Update <br />County Planner Ea, rl Haugen updated the Commission on consolidation of <br />the Emergency 911 system. He said committee members from all three <br />entities, Cass County and the cities of Fargo and West Fargo, agree <br />that it would be in the best interest of the citizens of Cass County <br />to maintain one Master Street Addressing Guide, and that the County <br />Planning Department house the E-911 maintenance. He presented a <br />preliminary budget and said they hope to draft a funding formula at <br />their next meeting. <br /> <br />11. RIVERVIEW PLACE, Bond issue proposal <br />Hr. Leo Wilking was present on behalf of Russell Freeman, Attorney <br />for Riverview Place, Inc., to request the Commission to hold a public <br />hearing on proposed tax-exempt bond financing for Riverview Place and <br />Health Facilities, Inc. Robert Hoy, States Attorney, said he is <br />aware of what they are proposing, and the public hearing is a step <br />toward starting the process for tax-exempt bonds. MOTION, passed <br /> Mr. Wieland moved and Mr. Shannon seconded to set a public <br /> hearing at 9:15 a.m. on December 19, 1989, on proposed bond <br /> issues for Riverview Place and Health Facilities, Inc. <br /> Motion carried. <br /> <br />12. RESOLUTION ~1989-19, Railroad crossin~ signal MOTION, passed <br /> Mr. Sondrall moved and Mr. Wieland seconded to adopt <br /> Resolution ~1989-19 resubmitting Cass County's request of <br /> September 17, 1984, for automatic warning devices at the <br /> intersection of Cass County Road 4 and the Burlington <br /> Northern Railroad tracks in Section 10, Rush River <br /> Township. Mr. Eckert said he has been contacted by a <br /> number of people ~n that area requesting s~gnals because of <br /> a recent traffic fatality at this location. The States <br /> Attorney did not foresee any problem with resubmitting the <br /> County's request for automatic signals and did not think it <br /> would adversely affect the County's involvement in the <br /> situation. Motion carried. <br /> <br /> <br />
