Comm. Hinutes--Dec. 5, 1989 388 <br /> <br />5. VECTOR\WEED CONTROL, Report on combining functions <br />Mr. Goodwin Hoff presented a list of conclusions and advantages and <br />disadvantages of proposed consolidation of the vector and weed <br />control districts. A letter was attached from Joel Young, director <br />of the vector control district, along with a copy of the minutes of <br />a joint meeting held November 15, 1989. <br /> <br />Mr'. Hoff acted as chairman at the joint meeting, and he said members <br />of the two boards basically agreed that each board has a specific <br />function. Different types of chemical applications necessitate <br />keeping chemicals and equipment separate so the group did not feel it <br />would be advantageous to share facilities. They recommended that the <br />present organization of boards and directors be maintained. <br /> <br />Mr. Shannon asked what the r'ole of the Metropolitan Counci'l of <br />Governments' Mosquito Abatement Committee is, and Mr. Hoff said they <br />provide advice to local entities but each entity is encouraged to <br />control mosqu'itoes. He said Clay County does ~ot have a mosquito <br />control program, but the City of Moorhead does. <br /> <br />Mr. Sondra'll said he is satisfied with the way the vector and weed <br />control boards are operating but is disappointed that neither of <br />these groups would be responsible for grasshopper control. Mr. Hoff <br />said expertise is available through the NDSU Entomology Department. <br /> MOTION, passed <br /> Mr. Shannon moved and Mr. Wieland seconded to receive and <br /> file the report from the vector and weed control boards. <br /> Motion carried. <br /> <br />6. BUDGET REVISIONS, Hearing held <br />A public hearing was scheduled for 9:45 a.m. on 1989 budget r-evisions <br />recommended by Mike Montp]aisir, county accountant. The revisions <br />are outlined in his letter to Commission Chairman Don Eckert, dated <br />November 21, 1989. <br /> <br />Mr. Dan Danielson from the New Life Center in Fargo asked about 1990 <br />budget contributions, and he was informed that this item would be <br />discussed later in the meeting today. <br /> <br />No one was present to speak about the budget revisions. <br /> MOTION, passed <br /> Mr. Sondrall moved and Hr. Shannon seconded to amend the <br /> 1989 budget as published. On roll call vote, the motion <br /> carried unanimously. <br /> <br />7. VOUCHERS, ~pproved MOTION, passed <br /> Mr. Sondrall moved and Hr. Shannon seconded that Vouchers <br /> No. 8,061 through No. 9,028 be approved and ordered paid. <br /> On roll call vote, the motion carried unanimously. <br /> <br />8. HOUSING AUTHORITY, Application for housin~ vouchers MOTION, passed <br /> Upon written request of M. Blake Strehlow, Manager of the <br /> Cass County Housing Authority, Mr. Wieland moved and Mr. <br /> Shannon seconded to grant approval for 25 additional <br /> housing vouchers. Motion carried. <br /> <br /> <br />
