Hinutes--Dec. 5, 1989 387 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COHMISSIONERS <br /> <br />DECEMBER 5, 1989 <br /> <br />1, MEETING TO ORDER <br />Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br />2. MINUTES APPROVED MOTION, passed <br /> Mr. Shannon moved and Mr. Wieland seconded that the minutes <br /> of the previous meeting be approved as written. Motion <br /> carried. <br /> <br />3. AGENDA, Chan~e approved <br />Commissioner Toussaint will be gone during part of the meeting today <br />and asked that recommendations for 1990 contributions be moved to the <br />next meeting. Mr. Wieland said-that would be unfair to people who <br />plan to attend the Commission meeting today. Mrs. Toussaint will <br />return about 11:30, and the Commission agreed to delay it until then. <br /> <br />4. ABATEMENTS, Denied <br />A hearing was held at 9:15 a.m. on applications for abatement and <br />settlement of taxes submitted by Darlys Emerson, Laurel Nundahl, Gary <br />Bjork, Greg & Eva Lynnes, Edgar & Kim Mojica, David & Jan Jenks, and <br />Randall & Debora Myers for property in Sheyenne Park Addition to the <br />City of West Fargo. <br /> <br />Francis Klein, Director of Tax Equalization, said the City of West <br />Fargo recommended that the abatements be denied and that the County <br />make a determination of value. Mr. Klein recommended that the seven <br />abatements be denied for 1989 for the reason that the valuation of <br />$20,000 placed on these properties by the Cass County Commission for <br />1988 represents a reasonable and equitable valuation. The County <br />reduced the property from $50,000 to $20,000 over the years 1986, <br />1987 and 1988. <br /> <br />Eva Lynnes, one of the property owners, said the property has further <br />deteriorated since last November. She said the Department of Housing <br />and Urban Development declared the units structurally defective in <br />April and were going to buy out the property owners but have since <br />withdrawn their bid. <br /> <br />Mr. Wieland said the property is valued as of February 1st for <br />taxation purposes. Mr. Shannon said it would be important for these <br />people to hire an independent appraiser. MOTION, passed <br /> Mr. Shannon moved and Mr. Wie]and seconded that Abatements <br /> No. 3909, 3910, 3911, 3912, 3913, 3914 and 3915 for the <br /> above applicants be deni~dii!as recommended by the Director <br /> of /ax Equalization. on'Fo]] call vote, the motion carried <br /> unanimous]y. <br /> <br /> <br />
