Comm. Hinutes--Nov. 7, 1989 376 <br /> <br />of a memo instead of requiring the County Planner to attend the <br />Commission meeting since two Commissioners are members of the County <br />Planning Commission. Mr. Shannon said this type of item would work <br />well with the concept of a consent agenda. <br /> <br />14. POLICY ON COMP TIME/OVERTIME, Delayed <br />Robert Hoy said he is still gathering information and trying to sort <br />out legal issues from policy issues on compensatory time and overtime. <br />He said he would try to present something further to the Commission <br />at the next meeting. <br /> <br />15. POLICY, Employee compensation when travelin~ <br />Sandra Brumfield, Personnel Technician, reported on compensation for <br />exempt/non-exempt employees when traveling and attending training <br />conferences. She said whether travel time and training or conference <br />time is compensable depends on the situation. In a letter to the <br />Commission received November 3, she cited examples of how the Fair <br />Labor Standards Act applies to certain situations, and she cited some <br />exemptions. <br /> <br />16. SHERIFF DEPARTMENT, Reservists <br />Regarding the Sheriff's request this morning to pay reservists to <br />transport prisoners and patients to the State Hospital, Sandra <br />Brumfield said those people may lose their volunteer status in regard <br />to all work performed for the County. She said they could possibly <br />be paid on a nominal fee basis instead of an hourly rate. Sheriff <br />Rudnick said he will discuss this further with the personnel <br />technician and report back to the Commission. <br /> <br />17. CHILD SUPPORT ENFORCEMENT, Out of state travel MOTION, passed <br /> Mr. Sondrall moved and Mr. Shannon seconded to grant <br /> approval for Bonnie Johnson, Child Support Enforcement <br /> Director, to travel to Fergus Falls, Minn., in the month of <br /> December, 1989, and to Columbia, S.C., in the month of <br /> November, 1989, for the purpose of assisting the State <br /> Child Support Management Team in selecting a new computer <br /> system for child support services. The cost of such travel <br /> shall be reimbursed by the federal government at the rate <br /> of 90% and the local counties agree to pay the remaining <br /> 10%. On roll call vote, the motion carried unanimously. <br /> <br />18. AGENDA ITEMS DISCUSSED, peadline for next meetin~ exte~QU <br />Mr. Wieland said he requested a discussion of agenda items today and <br />has discussed it briefly with Commissioner Shannon, but they were not <br />prepared to make a formal recommendation at this time. Mr. Wieland <br />did suggest extending the deadline for the November 21 meeti~g <br />because County offices will be closed Friday for the Veteran's [)ay. <br /> NOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded that the <br /> agenda deadline for the November 21 meeting be extended to <br /> November 13 at Noon. Hotion carried. <br /> <br />19. VOUCHERS, Approved <br />In reviewing the vouchers this month, Commissioner Toussaint said <br />there was a bill for $3,000 for paint striping on the Horace road and <br />she asked why the County Road Department did not do the work. Mr. <br />Eckert will inquire about it. <br /> <br /> <br />
