POLICY ON COMPENSATORY TIME, Action delayed States Attorney Robert Hoy requested additional time to review the compensatory time and overtime issue for exempt employees with the Personnel Assistant, and said he could present something to the Commission by the next meeting. Sandra Brumfield, Personnel Assistant, submitted a memorandum dated today giving a synopsis of the events regarding compensatory time since the Commission's adoption on July 11, 1989, of the "Amendments to Salary and Benefits Proposals." Mrs. Toussaint recommended that the Commission read the material provided by Ms. Brumfield and place this item on the agenda for the next meeting. 7. CASS COUNTY ELECTRIC, Utility permit on C31 MOTION, passed Upon the recommendation of County Engineer Don Richards, Mr. Sondrall moved and Hrs. Toussaint seconded to approve the utility permit for Cass County Electric on County Road 31 in Section 11, Wiser Township. Motion carried. 8. ROAD MAINTENANCE, 52nd Avenue south Don Richards said there has been no follow-up from the State Highway Commissioner regarding 52nd Avenue South from Interstate 29 to University Drive. The States Attorney wrote a letter on October 9, 1989, indicating that the State Highway Department should initiate discussions on the future of the roadway. Mr. Wieland suggested inviting the State Highway Department to attend a meeting on a specific date or ask them to select the date. He will set up the meeting and contact local entities who are involved. 9. ROAD DEPARTMENT, Update Don Richards reported that the Rose Coulee bridge near the new Fargo Centennial School will open soon, the County Road 5 project near Wheatland was completed, the RC & D project on County Road 31 is being handled by the Soil Conservation Service, and he did advertise for filling positions in his department. He suggested discussion on right of way procedures at the next meeting, and said he will provide information so the Commission is prepared for it. 10. DATA PROCESSING DEPARTMENT, Out of state travel MOTION, passed Hr. Shannon moved and Hrs. Toussaint seconded to grant permission for out of state travel for Hike Steiner, Data Processing Coordinator, to attend the AT&T System 75 Administration training seminar at Edina, Minn., on November 6-9, 1989. On roll call vote, the motion carried unanimously. 11. PERMIT FOR RAFFLE, Chaffee Lion's Club MOTION, passed Mr. Wieland moved and Mr. Sondrall seconded to grant a raffle permit to the Chaffee Lion's Club on November 30 at the Chaffee School. Motion carried.
