Comm, Minutes--Oct. 17, 1989 364 REGULAR HEETING OF CASS COUNTY BOARD OF COHHISSIONERS OCTOBER 17, 1989 1. MEETING TO ORDER Chairman Don Eckert called the meeting to order with all members present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon "Pepper" Toussaint, and Gene Shannon. 2. MINUTES APPROVED MOTION, passed Mr. Sondrall moved and Mr. Shannon seconded that the minutes of the previous meeting be approved as written. Motion carried. 3. HISTORICAL SOCIETY, ~enda addition disputed Chairman Eckert stated that there is one addition to the agenda for today's meeting. He said the County Historical Society Board requested to meet with the Commission after the agenda had been prepared. Mrs. Toussaint asked if this is a committee report, and Mr. Eckert said it is in regard to setting up the committee which the Commission suggested at the budget meeting of September 25, 1989. Mr. Shannon said the Commission.received a letter from the Historical Society dated October 3, 1989, stating their opinion of the proposed committee process. He said the Commission needs some degree of preparation when someone wishes to appear before the board and it is inappropriate to add this to the agenda today. Also, he said the Commission has tried to have some degree of impartiality in the dispute among the membership at Bonanzaville. Mr. Eckert said there are times when items have to be brought up without being on the agenda. 4. COUNTY PLANNER, Te~hRical assistance contracts Chairman Eckert said he understands the County Planning Commission did not act on the technical assistance contract forms at their last meeting. Mr. Shannon said there was some discussion about the hourly rate and about Stanley Township's request for technical assistance. County Planner Earl Haugen said due to the lack of a quorum at the time this item was discussed at the last Planning Commission meeting and the lack of a consensus on the hourly rate, he could not forward anything to the Commission at this time. In answer to a question by Mr. Sondrall, Mr. Haugen said the compensation is presently negotiated between the county and the township in each case. Mr. Eckert suggested a recommendation to the County Commission after the Planning Commission holds their next meeting. 5. ABATEMENT HEARING, Douqlas and Joan Warnecke MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded that Abatement #3904 submitted by Douglas and Joan Warnecke be approved as presented for 1988, and as recommended by the County Director of Tax Equalization. On roll call vote, the motion carried unanimously.
