Comm. Milautes--Outober 3, 19:,39 360 <br /> <br />13. CASS COUNTY ELECTRIC, Utility permit MOTION, passed <br /> Mr. Shannon moved and Mr. Wieland seconded to approve a <br /> utility permit for Cass County Electric on County Road 15, <br /> as recommended by the Engineer. Motion carried. <br /> <br />14. EMERGENCY 911 COORDINATION, Far9o, West Far_go, cass County <br />Commissioner Shannon asked for a general discussion of' the relevant <br />groups on coordination of the emergency 911 system, specifically who <br />would maintain, update and assure accuracy of the data. <br /> <br />Brian Shorten, Metropolitan Council of Governments, suggested a <br />centralized system and offered to assist whatever group is chosen in <br />training and providing advice for updating and completing maintenance <br />functions. <br /> <br />Mr. Shannon asked the representatives from Fargo and West Fargo and <br />County representatives Earl Haugen and Glenn Ellingsberg if they are <br />interested in a centralized location and if they have some thoughts <br />on where it should be 'located. Ken Hanson, West Fargo Chief of <br />Police, said he would discuss this with his commissioners and is <br />willing to cooperate in a group effort. Richard Urict] from tile Fargo <br />Police Department indicated that they are satisfied wit, h the way the <br />Metropolitan Council of Governments is presently maintaining and <br />updating the Fargo system, but he felt there wou'ld be no objection to <br />a centralized plan. Mr. Haugen said there is a 'liability if you do <br />not have accurate files. Mr. Ellingsberg favored consolidation, and <br />he felt it should be left to the three jurisdictions involved in 911 <br />to determine who should maintain and update the system. MOTION, passed <br /> Mr. Shannon moved and Mr. Sondrall seconded that Earl <br /> Haugen and Glenn Ellingsberg further investigate the <br /> consolidation of the addressing and related questions of <br /> establishing the 911 system within CaSs County, and that <br /> they contact Fargo, West Fargo and COG to establish an <br /> agenda and a meeting date that is suitably convenient for <br /> all parties to pursue this agenda and report their progress <br /> to the County Commission by the first meeting in December. <br /> Motion carried. <br /> <br />15. DISASTER EMERGENCY SERVICES, 1990 Agreement <br />Glenn Ellingsberg, Emergency Manager, presented an agreement for <br />reimbursement of funds to his department, which is simi'lar' t.o past <br />agreements with the inclusion of an office policy for a drug-free <br />work place. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wie]and seconded to approve <br /> the Comprehensive Cooperative Agreement between the Cass <br /> County Office of Emergency Hanagement and the State of <br /> North Dakota, Division of Emergency Management, and <br /> authorize the Chairman to sign it sub3ect to review of the <br /> States Attorney. Hotion carried. <br /> <br /> <br />
