Comm. Minutes--September 19, 1989 341

20. PERSONNEL DIRECTOR, Office space
Hr. Wieland prepared written comments on reasons for the
recommendation to locate the Personnel Department in the space
occupied by the Veterans Service Office and the Commission Office,
but he stated that the decision will be the County Commission's,

Mr. Shannon stated that the contention seems to be over the Veterans
Service Office space, Among Hr, Wieland's written comments was that
he feels the Personnel Department must be in close contact with Data
Processing and the Auditor's Office. He suggested that the Veterans
Service Office be moved to the Social Services Board room because
they have some of the same clients,

Rather than moving the Veterans Service Office, Mr. Sondrall
suggested using the Commission Office for the Personnel Director,
leaving the Personnel Assistant where she is presently located, and
instal'ling temporary walls and an office system in the foyer area
near the Commission Secretary's Office for the third employee of the
Personnel Department.

Mrs. Toussaint asked about the possibility of the State Tax
Department being asked to vacate their space in the basement of the
south wing, and placing the Personnel Department in that area. Mr.
Wie]and felt this would make the Personnel Department too visible,
and the distance from the Auditor and Data Processing would be too
great. Mr. Shannon felt that most communication would be done via
telephone anyway.

John Meyer, Veterans Service Officer, stated that he appreciates the
Commission's concern where it involves common clients with Social
Services. Those people are on the same f]oor'now, and he wishes the
Commission would leave their office where it is. He stated that he
has spoken with the Data Processing Director, the accountant and
staff in the Auditor's Office, and they do not fee] the Personnel
Department needs to be in close proximity to them. MOTION, passed
Mr. Shannon moved and Mrs. Toussaint seconded to inform the
State Tax Department with regret that the space occupied by
them in the basement of the south wing will be needed by
the County January 1, 1990; that the decision as to the
location of the Personnel Department be held open until
that person is hired and on board; that the Social Services
Board room be kept in open play for consideration and
possible use; and that the person hired as Personnel
Director be engaged as to an appropriate location for that
department, given the variables that have been discussed,
noting that it may not be a complicated remodeling job and
not necessarily permanent wherever they get started. Mr.
Wis]and assumed the Personnel Director wi]] use the
Commission Office on a temporary basis and suggested that
another committee be established to address this issue to
include the new Personnel Director, John Meyer, one County
Commissioner, one member of the original personnel director
selection committee, and one member at large to be selected
at a later time. On roll ca]] vote, the motion carried
unanimously.
