Comm. Hinutes--September 19, 1989 342 <br /> <br />21. ISLAND PARK ACTIVITY CENTER, .FundinR requested <br />President Jorgen Vaage and Howard Barlow of Lutheran Social Services <br />requested continued funding from Cass County in the amount of $12,500 <br />for operation of the Island Park Activity Center, a social and <br />educational program serving about 300 developmentally disabled <br />persons. <br /> <br />Mr. Vaage stated that there are many financial foundations supporting <br />this program and when any one of these is removed, that puts the <br />program in great jeopardy and in danger of closing. He stated that <br />Cass County Social Services decided not to fund the Island Park <br />Activity Center in their next year's budget. <br /> <br />Also present were program supervisors, service providers and clients <br />who spoke to the Commission on the need for the program. Mr. Shannon <br />stated that the County Commission is not in a position to argue that <br />this is not a meritorious program, but the Commission needs to <br />determine where such programs fit into the County's core of business. <br /> <br />Hr. Shannon stated that one of the clients mentioned today that some <br />of the people who attend the Island Park Activity Center are from <br />towns outside of,Fargo and from other areas in the State. Steve <br />Skauge, Program Supervisor, estimated that 65-70% of the people using <br />the program are long-term Fargo residents. The remainder came to <br />this community, primarily from Grafton after de-institutionalization, <br />because of the group homes, workshops, and medical facilities <br />available to them. Mr. Shannon expressed concern about State and <br />Federal mandated programs which keep falling on the tax base. <br /> <br />Mr. Vaage stated that he appreciates the Commission's concern and <br />wanted to inform the County Of what is happening with the program. <br />Mr. Eckert thanked them for attending the meeting, and stated that <br />the Commission will consider their request in future budget sessions. <br /> <br />22. RESOLUTION #1989-16, South side rural sewer pro.iect <br /> MOTION, passed <br /> Upon the recommendation of County Planner Earl Haugen, Hr. <br /> Wieland moved and Mrs. Toussaint seconded to adopt <br /> Resolution #1989-16 for the transfer of south side sewer <br /> advance allowance funds to the Southeast Cass Water <br /> Resource District. On roll call vote, the motion carried <br /> unanimously. The resolution is on file in the office of <br /> the County Auditor. <br /> <br />23. STANLEY TOWNSHIP, FEMA program 1362 <br />Chairman Don Eckert received a letter from Thomas L. Fischer, <br />Chairman of the Stanley Township Board of Supervisors, concerning the <br />Federal Emergency Management Agency program 1362. He asked the <br />County Planner to review the letter, and Mr. Haugen stated that this <br />is a buy-out of damaged property in the floodway. Mr. Fischer stated <br />that there are two properties in Forest River Addition which are <br />eligible for the program but Stanley Township would require financial <br />assistance in order to continue their participation in the program. <br /> <br />NOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to receive <br />and file the letter from Stanley Township, and refer it to <br />the County Planning Commission.
