SHERIFF'S ACCOUNT, Closed effective October 1 <br />Mr. Shannon stated that the County Commission received a letter on <br />August 15, 1989, from the County Sheriff stating that an account held <br />by the Sheriff's Office for receiving and expending funds for <br />gambling and other activities will be closed by October 1. Hr. <br />Shannon endorsed the Sheriff's action in closing this account so that <br />a11 revenues and expenditures of the County can be recorded in the <br />County general ledger system. MOTION, passed <br /> Mr. Shannon moved and Mr. Sondrall seconded to congratulate <br /> the County Sheriff in taking action to have the account <br /> closed by October 1, 1989, and that the Commission de- <br /> authorize the account effective that date and require that <br /> the supporting documentation of the checking account, bank <br /> statements, cancelled checks, deposit slips, reconcilia- <br /> tions, and invoices be turned over to the County Auditor <br /> on or by October 1, 1989. Sheriff Rudnick was present and <br /> stated that his office will still be receiving monies, but <br /> will turn it over to the Treasurer. Motion carried. <br /> <br />29. POLICY ON COHPENSATORY TIME, Sheriff and Social Services <br />Sandra Brumfield. provided Commissioners with a copy of a proposed <br />policy on overtime for exempt employees, which is very similar to <br />what Socia'l Services is acting under right now. She stated that <br />there is a question of how the Commission's action to exclude exempt <br />employees from receiving overtime compensation affects compensatory <br />time, which is other than monetary. Currently, Cass County Social <br />Services has been allowing their exempt employees to accrue and use <br />comp time on an hour for hour basis during this past month per action <br />by the County Social Service Board at their last meeting. <br /> <br />Hs. Brumfield stated that some of the exempt employees in the <br />Sheriff's Office were paid overtime after the effective date of the <br />Commission action. The cut off date was to be July 15th. The <br />Auditor's Office, who is in charge of payroll, was going to be <br />responsible for getting those funds back from those individuals this <br />last payroll. However, Mr. Eckert had discussed with the Sheriff's <br />Office postponing that until a solution could be reached, and he <br />suggested placing this on the agenda to be addressed at this time. <br /> <br />Jim Thoreson was present and stated that they received notification <br />from the Auditor on Monday, July 17, 1989, which coincided with the <br />last day of the Red River Valley Fair. There were supervisors who <br />were paid for working July 16 and 17, and he state that they would be <br />opposed to having those funds withheld from a future check. <br /> <br />Sandra Brumfield stated that there is a question on the notification <br />date, but the letter sent by the Auditor's Office is dated July 13, <br />1989. She stated that the Commission's action of July 11, 1989, <br />reaffirmed the existing policy. It was not a new po]icy. <br /> <br />If the Commission determines that the overtime policy for exempt <br />employees does not include comp time, then the policy would be <br />consistent with what Social Services is doing, according to Ms. <br />Brumfield. She said the motion on the overtime policy stated that <br />there would be no monetary overtime. Mr. Shannon stated that comp <br />time is not free time. <br /> <br /> <br />
