Hinutes--September 5, 1989 329 <br /> <br />MOTION, failed <br />Motion was made by Mr. Shannon to continue the stipends <br />until such time as the County has a Personnel Director on <br />staff who can offer the County Commission some technical <br />advice before this is recommended for further consideration <br />by Central Personnel. Mr. Lobitz stated that the stipends <br />have not been paid. The motion failed for lack of a <br />second. <br />MOTION, passed <br />Mr. Shannon moved and Mr. Sondrall seconded that Mrs. <br />Toussaint make a recommendation to the County Commission by <br />September 19, 1989, on an appropriate step to take based on <br />a rendering of the facts. Motion carried. <br /> <br />26. PERSONNEL DIRECTOR, Report by selection committee <br />Jim Thoreson reported on the recommendations of the Personnel <br />Director Selection Committee. They recommended that the Personnel <br />Department be eventually relocated to the area currently occupied by <br />the Veterans Service Office and the Commission Office for the reasons <br />that this three room suite would allow for expansion of the office, <br />it has a vault that would allow for the personnel files to be <br />centralized, the office would be centrally located but would provide <br />for semi-private access for employees, and it is adjacent to the Data <br />Processing DepaFtment and the Auditor's Office, which are the <br />departments that the committee felt they would primarily work with. <br />Hr. Thoreson stated that the committee realizes this would be a <br />temporary hardship for the Veterans Service Office and proposed <br />relocating that office to the Social Services Department, perhaps to <br />the Director's Office or the Social Service Board Room. He urged the <br />Commission, if this is not deemed favorable, to consider any other <br />alternatives that may be available either within the Courthouse or <br />outside the Courthouse. <br /> <br />With due respect to the qualifications of Sandra Brumfield, the <br />committee questioned whether she should be involved with the <br />selection and interview process since this will b~ her boss. The <br />Commission was in agreement, and Mr. Eckert encouraged consulting her <br />as needed because of her knowledge in this area. MOTION, passed <br /> Mr. Shannon moved and Hfs. Toussaint seconded to allow for <br /> the adoption of the preliminary job description for <br /> Personnel Director, the prioritized 1990 work plan, and <br /> allow for the advertising as scheduled and outlined; and <br /> that the Commission make a determination at its next <br /> regularly scheduled meeting on the physical location that <br /> will result from the adoption of a new agency. The motion <br /> carried on roll call vote with three members voting "Aye", <br /> Mr. Sondrall voting "No" because he is opposed to moving <br /> the Veterans Service Office, and Mr. Wieland being absent. <br /> <br />27. VETERANS SERVICE OFFICER, Opposed to relocation <br />John Heyer, Cass County Veterans Service Officer, read a written <br />statement of why he would be opposed to being moved from his present <br />office space. He stated that this recommendation was made without <br />any input or discussion with his office. Mr. Eckert stated that the <br />Commission will consider Mr. Meyer's remarks when this is addressed <br />in two weeks. <br /> <br /> <br />
