Comm, Minutes--September 5, 1989 328 <br /> <br />Mr. Lobitz stated that George Griffeth, Chairman of the Social <br />Service Board, sent a letter to the Commission stating that the <br />Social Service Board, on July 31, 1989, approved a $150.00 adjustment <br />to the current salaries of Bev Bohn, Kathy Suedel and Rainer Lobitz. <br />Mr. Shannon asked if this money has been paid, and Mr. Lobitz stated <br />that it has not. He stated that there had been some money paid to <br />Bev Bohn at the rate of $200 and to Kathy Suedel at the rate of $50 <br />when Margaret Moore resigned. He stated that the salary study <br />committee dealt with the base salary, but not with the adjustments. <br />Mr. Hoy recalled the positions being evaluated as Social Worker II's, <br />which is something different from what is being requested here. <br /> <br />Sandra Brumfield stated that the $150 per month stipend was approved <br />by the Social Service Board for Bev Bohn and Kathy Suedel retroactive <br />to March, 1989, for their supervisory duties over other Social Worker <br />III's. She stated that these two positions were created when <br />Margaret Moore resigned. The three Coordinator positions are under <br />the direction of Rainer Lobitz. <br /> <br />Ms. Brumfield stated that there are two courses of action being <br />requested--one is to reclassify a Social Worker II position to a <br />Social Worker III position, contingent upon approval by the State's <br />Central Personnel. The second, based upon recommendation of the <br />County Social Service Board, would be that the two coordinator <br />positions at this point be allowed $150.00 per month in addition to <br />their base salary as a Social Worker III for supervision of staff. <br />She stated that the reorganization of this department saves hiring a <br />high level supervisor. Mr. Lobitz stated that those duties were <br />given to the two Coordinators and himself. <br /> <br />Mrs. Toussaint felt it would be in the County's best interests for <br />the personnel director to review this and make a recommendation. <br /> <br />Ms. Brumfield stated that this is something that has been going on <br />for a whole year. The positions were advertised under the present <br />conditions, and she stated that it is being reviewed with the <br />Commission out of courtesy. Mrs. Toussaint asked if there is a <br />current policy whereby a reclassification does not require Commission <br />action if no additional money is involved. <br /> <br />Mr. Lobitz stated that the Social Service Board was of the opinion <br />that reclassification are not brought to the Commission unless it <br />involved an increase in money. Ms. Brumfield stated that this has <br />partially changed now that she requires the Chairman to sign a salary <br />and pay grade form, and he has chosen not to sign them before it has <br />gone to the County Commission. <br /> <br />Mr. Eckert stated that this updates the County Commission on what is <br />happening. As far as for information purposes, Mrs. Toussaint stated <br />that the Social Service Board could notify the Commission but she <br />questioned the necessity for Commission action. If there is an <br />increase in salary, Mr. Eckert felt it should be addressed by the <br />County Commission. <br /> <br /> <br />
