Comm, Hinutes--September 5, 1989 327 <br /> <br />Hr. Shannon stated that this is exactly what the Commission is trying <br />not to do, and that is to evaluate something out of thin air. This is <br />the reason for the salary review study and related areas and the <br />attempt to have a fully staffed Personnel Department to review and <br />make recommendations on matters such as this. He asked Robert Hoy if <br />the salary study committee reviewed these two positions, and Mr. Hoy <br />stated that they would have been graded as they are currently. <br /> <br />Personnel Assistant Sandra Brumfield was also present and stated that <br />she reviewed the positions, and the reclassification are justified. <br />She stated that Central Personnel in Bismarck has reclassified the <br />Human Program Administrator based on minimum qualifications, <br />regardless of whether the County Commission approves it or not. <br /> NOTION, passed <br /> Hr. Sondrall moved and Hrs. Toussaint seconded to approve <br /> reclassification of a Human Service Aide in Pay Grade 15 to <br /> Social Worker I in Pay Grade 21 and the reclassification of <br /> a Social Worker I to a Program Administrator I, both in Pay <br /> Grade 21; this being subject to review by a new County <br /> Personnel Director at first opportunity after being hired. <br /> Mr. Sondrall asked if this is agreeable with Mr. Lobitz, <br /> and Hr. Lobitz stated that it is as long as it does not <br /> hamper their filling the positions. Mr. Shannon asked if <br /> this involves any retroactive pay, and Mr. Lobitz stated <br /> that it does not. On roll call vote, the motion carried <br /> unanimously. <br /> <br />25. SOCIAL SERVICES, Child Welfare Coordinator positions <br />Rainer Lobitz also requested approval for reclassification of two <br />Child Welfare Coordinator positions, currently held by Bev Bohn and <br />Kathy Suede), from Social Worker II to Social Worker II1 positions. <br />He stated that this would require no salary adjustment since their <br />current salaries are above the minimum of a Social Worker III. He <br />provided a list of current and proposed changes in job duties. There <br />is also a third coordinator position currently vacant, which he is <br />requesting be reclassified to a Social Worker III. The County Social <br />Service Board recently approved $150 salary adjustments as a result <br />of reorganization of the Child Welfare department. That adjustment <br />was added to the current salaries of Bev Bohn, Kathy Suedel, and <br />Rainer Lobitz. <br /> <br />Mrs. Toussaint stated that this situation started about one year ago <br />when the County Commission approved an adjustment of $200.00 per <br />month for Bev Bohn and $50.00 per month for Kathy Suede] for <br />supervisory responsibilities for a period of six months. This action <br />was approved by the County Commission on December 20, 1988, <br />retroactive to August 1, 1988. She stated that apparently the Social <br />Service Director did not take this to his Board, but in February the <br />Social Service Board did approve an adjustment of $100.00 per month <br />for these positions. Then the Social Service Director came to the <br />County Commission with the recommendation for a $100.00 per month <br />adjustment for Bev Bohn and $50.00 per month for Kathy Suedel. <br />Apparently whatever was presented and approved by the Social Service <br />Board was not presented and approved by the County Commission. <br /> <br /> <br />
