Comm. Hinutes--September 5, 1989 326 <br /> <br />21. COUNTY COHHISSIONERS CONVENTION, Committees assigned <br />A letter was received from Lloyd Stromme, President of the North <br />Dakota County Commissioners Association, regarding appointments to <br />standing committees. The fo'llowing names will be submitted for <br />possible appointment, and Hr. Wie]and will be contacted for input. <br />Resolutions--Gene Shannon, Finance--Sharon Toussaint, Constitution <br />and By Laws--Oscar Sondral], Nominating--Don Eckert. <br /> <br />22. EAST CENTRAL COHHISSIONERS ASSN., Grand Forks County added <br />The Auditor provided copies of the minutes of the last meeting of the <br />East Central County Commissioner's Association along with notice of <br />the next meeting, to be held September 11th in Hillsboro. Hr. Eckert <br />reported that Grand Forks County has been added to the Association, <br />increasing the membership to six counties instead of five. <br /> <br />23. BIDS AWARDED, Brid~e replacement and road pavin~ <br />After tabulating the bids for bridge replacement and road paving, Don <br />Richards reported that there was one minor change on the bid of Korby <br />Construction, which totaled $105,457.30 instead of $105,457.80. <br /> MOTION, passed <br /> Upon the recommendation of the County Engineer, Hr. <br /> Sondrall moved and Hrs. Toussaint seconded to accept the <br /> low bid of Wanzek Construction Company of Fargo in the <br /> amount of $94,737.92 for bridge replacement on the .lower <br /> branch of the Rush River near Prosper. On roll call ~vote, <br /> the motion carried unanimously. <br /> MOTZON, passed <br /> Upon the recommendation of the County Engineer, Hr. <br /> Sondrall moved and Hr. Shannon seconded to accept the <br /> bid of F-H Asphalt, Inc. of Hoorhead, HN, in the amount of <br /> $137,547.26 for bituminous surfacing on County Road 5 and <br /> County Road 10 near Wheatland. Hr. Sondra]l asked what <br /> fund this would be paid from, and Hr. Richards stated that <br /> it will all be paid from the County Road Construction fund. <br /> On roll call vote, the motion carried unanimously. <br /> <br />24. SOCIAL SERVICES, Job reclassification <br />Rainer Lobitz from Cass County Social Services was present regarding <br />reclassification of a Human Service Aid to a Social Worker I and a <br />Social Worker I to Human Program Administrator I, which were approved <br />by the County Social Service Board on February 13 and April 24, 1989, <br />but were never approved by the County Commission. <br /> <br />Hrs. Toussaint stated that she is concerned about the time lapse <br />between now and when the County Social Service Board approved these <br />reclassification. She asked what the procedure is and who is <br />responsible for bringing these matters to the County Commission. Hr. <br />Lobitz stated that generally it is the Social Service Director's <br />responsibility to bring it to the County Commission unless someone <br />else was specifically assigned to do it instead. Since no one was <br />assigned to the responsibility in this case, Hr. Lobitz assumed,,,,.~he <br />Director had brought it to the County Commission. <br /> <br />Mr. Sondrall stated that he suggested to Hr. Jensen at one time that <br />Alvin Johnson attend Commission meetings in the Director's place when <br />Social Services required Commission action. However, Hr. Shannon <br />stated that Hr. Johnson did not bring this to the Commission either. <br /> <br /> <br />
