Comm. Minutes--September 5, 1989 331 <br /> <br />Mrs. Toussaint questioned why some employees in Social Services have <br />8 hours of comp time for one day. Mr. Lobitz stated that the County <br />Socia] Service Board had approved that individuals who carry a beeper <br />be allowed 8 hours comp time for that duty. Mr. Shannon felt this <br />was quite generous, but Mr. Lobitz stated that the Human Service <br />Center allows twice that amount. Mr. Eckert stated that there are a <br />number of other County employees who carry beepers, and the <br />Commission will have to be consistent here too. <br /> <br />Rainer Lobitz stated that the States Attorney indicated to him that <br />the overtime po]icy for exempt employees did not apply to comp time, <br />but it applied only to overtime. <br /> <br />Ms. Brumfield suggested an interim County policy until a Personnel <br />Director is hired so that it would be fair for all County offices. <br /> <br />Mr. Shannon stated that he would like to hear Commissioner Wieland's <br />comments on this, and suggested delaying it until later in the <br />meeting. Mr. Thoreson and Mr. Lobitz asked to be contacted if the <br />Commission intends to discuss it again today. <br /> <br />30. COMMISSION MEETING RECONVENED <br />A recess was called from 1:00 to 2:00 PM, after which the Chairman <br />informed the Commission that Mr. Wieland will not be attending <br />meetings for the rest of this week because of a knee injury. <br /> <br />31. POLICY ON COMP TIME, Social Services <br />Acting Director of County Social Services Scott Kildahl was present <br />at this time and referred to his letter to the Commission dated <br />August 31, 1989, which he stated is his open communication to the <br />Commission. He made reference to a paragraph on comp time which <br />states that due to serious problems with staff illness and problems <br />of a lesser nature involved in the assignment of duties to exempt <br />employees, he hoped the Commission would delay a final decision until <br />the new Personnel Director is in place, and thus allow Social <br />Services to continue using comp time very sparingly. <br /> <br />Mr. Shannon suggested that the Personnel Assistant do some research <br />on comp time prior to the next Commission meeting, and to determine <br />what the exact policy is and if it is being followed. MOTION, passed <br /> Motion was made by Mr. Shannon and seconded by Hr. Sondrall <br /> that Sandra Brumfield investigate how comp time is used, <br /> paying particular attention to the use of beepers in all <br /> departments, and report to the Commission by September 19th <br /> so that the Commission can more intelligently appraise the <br /> use of compensatory time. Motion carried. Ms. Brumfield <br /> stated that she could comply with this request. <br /> <br />32. SOCIAL SERVICES, Acting Director's position discussed <br />Mr. Kildahl asked if there were any questions by the Commission on <br />his temporary appointment as Acting Director of County Social <br />Services, his mission being to begin implementation of the <br />recommendations made in the Quisenberry Study. He stated that his <br />appointment is for 45-60 days, with 60 days being the maximum, <br />beginning on the date of August 21, 1989. <br /> <br /> <br />
