Comm. Minutes--September 5, 1989 332 <br /> <br />Hr. Shannon stated that the Social Service Board still has not <br />addressed what the County Commission perceives to be the major <br />concern and that is the manager of that department, /om Jensen. <br />Hr. Ki]dah] stated that the County Social Service Board asked him to <br />consider a brief tenure to serve as Acting Director to implement as <br />much as possible, during Mr. Jensen's absence, of the Quisenberry <br />Study. He stated that he is here to do everything he can to look at <br />the opportunity to better use what equipment is there, to properly <br />utilize staff better, and to get Social Services operating in a <br />manner more closely associated with their mission as he and the <br />Social Service Board construe it to be. <br /> <br />Hr. Shannon asked what the Social Service Board is doing about the <br />County's concerns, and Hr, Kildahl stated that he knows they are <br />deliberating over what they will do when Mr, Kildahl leaves, Hr, <br />Shannon thanked him for providing the information at this time since <br />the Social Service Board minutes do not reflect what Hr, Kildahl's <br />job would be and lacking an employment contract. <br /> <br />33. POLICY ON OVERTIME, SHERIFF <br />Jim Thoreson again appeared regarding overtime for exempt employees. <br />He stated that the Commission established the effective date as July <br />15th but the sheriff's administrative staff were compensated for <br />working during fair week which ended July 17th, Employees are <br />concerned about withholding that money from a future pay check, <br /> <br />County Auditor Ordelle Brua stated that letters defining exempt/non <br />exempt employees were dated July 13, and were distributed by in house <br />mail on July 14th. Ms. Brumfield stated that she has a copy of each <br />of these letters, and they are dated July 13. She did not know why <br />Mr. Thoreson did not receive.his letter until July 17th. <br /> <br />Hr. Shannon asked for a comment from the Chairman, and Mr. Eckert <br />stated that being the statement was made that they had not been <br />notified and since this is a change of policy and t~e County did not <br />give 15 days notice, he felt these employees should be paid for the <br />two days in question, July 16 and 17. Mr. Shannon stated that this <br />does not represent a technical change in policy as was discussed <br />earlier in the meeting. <br /> <br />Mr. Shannon asked for some assurance that this would be the last time <br />the Commission is asked to deal with this issue, and Mr. Thoreson <br />stated that it is his understanding that the Sheriff's staff would <br />not expect any change from the policy that was spelled out by the <br />Commission on July 11, 1989, unless any change is recommended by the <br />Personnel Director to the Commission. MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to extend the <br /> effective date of the overtime policy for exempt employees <br /> through the week of the Red River Valley Fair, which ended <br /> July 17th, so that the Sheriff's personnel who were paid in <br /> technical violation of the earlier deadline be included; <br /> but that this be the final time the County Commission wi]] <br /> deal with fair week and the Sheriff's Department overtime. <br /> On roll ca]] vote, the motion carried unanimously. <br /> <br /> <br />
