BONANZAVILLE, Communications Building approval delayed ~ <br />Since the Commission is waiting for a report from Mr. Wieland on <br />insurance, as stated earlier, Mr. Shannon suggested delaying <br />approval of the Communications Building today and visiting with the <br />Cass County Historical Society about buildings in general at budget <br />time. Mr. Sondrall apologized to several people in attendance from <br />Bonanzaville about the delay. Lila Hutchinson stated that they did <br />not plan to address the Communications Building, but were present to <br />observe the Commission meeting today. <br /> <br />35. VOUCHERS, Approved MOTION, passed <br /> Mr. Sondrall moved and Mr. Shannon seconded that Vouchers <br /> No. 5571 through No. 6435 be approved and ordered paid, <br /> after being reviewed by Mr. Sondrall in Mr. Wieland's <br /> absence. On roll call vote, the motion carried <br /> unanimously. <br /> <br />36. BUDGET FOR 1990, Preliminary approved <br />County Accountant Mike Hontplaisir presented the Preliminary Budget <br />for 1990. He stated that the budget requests represent a 9 1/2% <br />increase over the approved budget last year, which would be an <br />increase of about 6.7 mills. The majority of increase is for a new <br />computer system and 18 new staff positions, mostly in Social <br />Services, Sheriff's Department, and the Jail. Mr. Montplaisir <br />suggested ho'lding a hearing and finalizing the 1990 budget on <br />September 28th at 9:15 AM. The Commissioners set the dates of <br />September 21, 22, and 25 to work on balancing the budget. Chairman <br />Eckert stated that the news media is so notified of these dates. <br /> MOTION, passed <br /> Hr. Shannon moved and Mrs. Toussaint seconded to adopt the <br /> 1990 preliminary budget and authorize publication of the <br /> same. Hr. Sondrall asked if it is understood that the <br /> Commission cannot increase anything after the preliminary <br /> budget is adopted, and Hr. Montplaisir stated that the <br /> Commission cannot change anything that would increase the <br /> mill levy. Hotion carried. <br /> <br />37. BUDGET REQUEST REJECTED, Lake Agassiz Arts Council <br />Mr. Montplaisir received a budget request from the Lake Agassiz Arts <br />Council after the preliminary budget book was prepared. Hr. <br />Montplaisir stated that the Commission could pay it from some other <br />line item. <br /> MOTION, passed <br /> Mr. Sondrall moved and Mr. Shannon seconded to reject the <br /> budget request from the Lake Agassiz Arts Council. <br /> Motion carried. <br /> <br />38. SOCIAL SERVICES, Acting Director compensated MOTION, passed <br /> Mr. Shannon moved and Hrs. Toussaint seconded to authorize <br /> payment of Scott Kildahl's invoice for his time as Acting <br /> Director of Social Services in the amount of $749.00, Mr. <br /> Shannon asked if this figure is within a County pay grade <br /> and salary range for that position, and Sandra Brumfield <br /> stated that it is slightly above mid point on a per hour <br /> basis. On roll call vote, the motion carried unanimously. <br /> <br /> <br />
