Comm, Minutes--September 5, 1989 334 39. SHERIFF DEPARTMENT, Out of state travel MOTION, passed Mr. Sondra]] moved and Mrs. Toussaint seconded to approve out of state travel for Sheriff employees Mike Arga]], Rod Kitzan, Budd Warren, and Rich Majerus to attend the annual training conference for the Mid-States Organized Crime Information Center to be held September 26-28, 1989, in Rapid City, SD. Motion carried. 40. SOCIAL SERVICES, Out of state travel MOTION, passed Mrs. Toussaint moved and Mr. Sondra]] seconded to approve out of state travel for Social Service employees Bev Bohn and Kathy Suede] to Brainerd, MN on August 31, and for Shei]a Schmaltz to Atlanta, Georgia on September 26, 1989 to attend a conference. Mrs. Toussaint suggested that the Commission Secretary request Social Services to attach a copy of their Board minutes to future requests indicating their approval of out of state travel. Motion carried. 41. CHILD SUPPORT ENFORCEMENT, Out of state travel MOTION, passed Mr. Sondra]] moved and Mrs. Toussaint seconded to approve out of state travel for Bonnie Johnson, Child Support Enforcement Director, to attend a seminar sponsored by the National Association of Counsel for Children on September 28 and 29, 1989 in Denver, CO. Mr. Sondra]] stated that Bonnie Johnson wi]] inform the other counties in this region of her travel. Mr. Shannon stated that Bonnie Johnson had requested Social Services Director Tom Jensen to make a decision on~ who should fulfill the role of Guardian Ad Litem because this is possibly a function that Social Services should be handling, but he had not done that. Motion carried. 42. STATE HIGHWAY DEPARTMENT, UpcominR workshop Hr. Eckert received a letter from Dave Leftwich of the State Highway Department encouraging the Commission and County Engineer to attend regional workshops in Rapid City, SD on November 7 and 8, 43. BUILDINGS AND GROUNDS, Policy on expenditures Mr. Shannon asked if there is a policy on whether Board action is required for buildings and grounds expenditures which are included in the budget. He mentioned two areas in need of repair, one being that the roof on the north addition of the Courthouse has a depression where water is trapped, and this should be corrected this fall. The other problem seems to be the need for a roof ventilation system, and he felt that a contractor shou]d analyze the problem and provide a cost estimate. Mr. Eckert felt that any necessary repair jobs can be resolved without 8card action, but he asked that the other Commissioners be informed of the work. As far as installing a roof ventilation system, he felt this type of job should be discussed by the Commissioners if it is not an emergency situation because there may be some different solutions.
