SOCIAL SERVICES, CSP salary increases <br />Mrs. Toussaint reported that she met with Jim Berglie regarding <br />proposed salary increases for staff of the Community Survival <br />Program, and she provided copies of a memo from him dated July 21 <br />stating that there is excess revenue which would cover the salary <br />increases as proposed for 1989. He indicated that the State will <br />continue to fund the program and has funded it at more than 100%. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded to grant the <br /> proposed pay increases for the Community Survival Program <br /> for 1989 only, and that the Social Service Board evaluate <br /> the Community Survival program prior to November 7, 1989, <br /> with a report and recommendation to the County Commission <br /> regarding the status and future of Community Survival in <br /> the County and that it will be self-supporting without <br /> County funds. If no report is received and if no further <br /> action is taken by the Commission, all salaries as of <br /> January 1, 1990 will revert back to current salaries as of <br /> December 31, 1988. Mrs. Toussaint reported that the Social <br /> Service Board has selected a committee which is now <br /> evaluating the Community Survival Program. In answer to <br /> Mr. Wieland's question whether the rate of these raises <br /> would be on the same basis as for other employees in the <br /> County for 1989, Mrs. Toussaint stated that it would be <br /> exactly the same according to the 1989 salary adjustments <br /> for other County employees. On roll call vote, the motion <br /> carried unanimously. <br /> <br />18. OVERTIME EXEMPTIONS, Social Service Community Survival Program <br />Jim Berglie referred to correspondence from the County in mid-July <br />regarding positions exempt from overtime provisions of the Fair Labor <br />Standards Act. He stated that Social Workers of the Community <br />Survival Program are picking up about a one-third position performing <br />coordinator roles. They have been receiving overtime, but in effect <br />it is a separate position. He has contacted Central Personnel in <br />Bismarck and is also working with the County Personnel Assistant. <br /> <br />Robert Hoy stated that the law requires payment of overtime for all <br />positions that are not exempt. It does not mean that the County is <br />prevented from paying overtime or granting compensatory time on <br />exempt positions. Mr. Hoy stated that he is aware of similar <br />concerns in the County Sheriff's Office. <br /> <br />Mr. Berglie stated that he is seeking clarification of this issue, <br />and Mr. Shannon stated that the letter was clear that certain <br />positions are exempt until the County determines to do something <br />different. <br /> <br />19. PERMIT FOR RAFFLE, F-M Area Sportsman's Club MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded to grant <br /> approval for a raffle permit for the F-M Area Sportsman's <br /> Club to be held on October 19, 1989, at the Maple River <br /> Hunting Club.
