Comm. Minutes--July 18, 1989 295 11. SALE OF TAX-FORFEITED LOT, property in Horace MOTION, passed Hr. Wieland moved and Mrs. Toussaint seconded that the Chairman and the Auditor be authorized to sign a County Deed to Alan and Tammie Olson for the purchase of Lot 8, Wallas' Subdivision to the City of Horace, for $353.93 and to cancel the 1988 general tax of $27.53. On roll call vote, the motion carried unanimously. 12. SOCIAL SERVICES, Salary ranges revised by State A letter was received from Personnel Assistant Sandra Brumfield regarding State revision of salary ranges effective July 1, 1989. MOTION, passed Hr. Wie]and moved and Mr. Sondra]] seconded to approve moving all Social Service employees sa]aries to the minimum of the State ranges effective July 1, 1989. On roll ca]] vote, the motion carried unanimously. 13. PERSONNEL DIRECTOR POSITION, Committee appointed MOTION, passed Hfs. Toussaint moved and Hr. Sondra]] seconded to appoint Personnel Assistant Sandra Brumfie]d, Superintendent of Schools Joyce Ho]m, Clerk of District Court Dorothy Howard, Sheriff employee Jim Thoreson, a member from the County Social Service Department, Commissioner Wie]and, and Commissioner Toussaint to serve on a committee for selection of a Personnel Director for Cass County. Mr. Shannon asked that the motion include that, before advertising to fi]] the position, the committee would report back to the Commission on three areas of concern, these being the work plan of what this person wi]] be engaged to do, consideration of a budget, and the physical location for this person. He asked that the full Commission be involved on the key points~ Motion carried. 14. JAIL, Ventilators beinR installed Mr. Sondrall reported that ventilators are being installed at the present time to help cool the temperatures in the County Jail. 15. COUNTY RECORDS, Copyin~ charRe discussed Mrs. Toussaint asked if the Commission should request a States Attorney opinion on whether the County should charge for copies of documents when requested by the public. Hr, Wie]and stated that the Commission has previously discussed having the public make requests in writing when asking for specific documents, and that ample time be allowed for the individual that has to provide it so that it does not disrupt their work schedule, Hfs. Toussaint asked if the Commission should establish a policy and a fee, and Hr. Shannon volunteered to investigate this 'and make an initial report at the next Commission meeting, He felt a reasonable po]icy could be worked out, with the thought being that it not be difficult for the public to obtain copies of records.
