Minutes--July 18, 1989 294 <br /> <br />NOTION, failed for lack of second <br />Mrs. Toussaint moved to include the Community Survival <br />Program through 1989 for proposed salary increases, upon <br />review after their meeting with the State and reevaluation <br />at that time. The motion failed for lack of a second. <br />Mr, Shannon requested a one page summary from <br />Mrs, Toussaint at the next meeting of how she views the <br />program from the standpoint of the Social Service Board, <br />Hrs, Toussaint stated that the County Social Service Board <br />has appointed a small committee to look at the Community <br />Survival Program, <br /> <br />9. CENTRE, INC., Earn-It ProRram <br />David Butler, Don Tinguely, and Grover Diemert from Centre, Inc. <br />appeared before the Board at this time to explain a restitution <br />program called "Earn-It", which is a court ordered program for non- <br />violent offenders and is intended to improve the accountability of <br />some offenders who have a difficult time making restitution to <br />victims of their crimes. They requested the County Commission to <br />endorse the program, to go on record encouraging the Courts to <br />utilize the services of the program when applicable, and to consider <br />including funding for the program in the County budget. The <br />pro3ected budget is $30-$35,000 for the first year, and Mr. Tinguely <br />stated that the Bremer Foundation has committed $20,000 for the first <br />year, starting July 1st of this year. NOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to refer this <br /> request to the County Court Judges for their opportunity to <br /> review and comment to the Commission at their earliest <br /> convenience. On roll call vote, the motion carried <br /> unanimously. <br /> <br />10. CDBG FUNDING, Tri-Line Transportation <br />Carl Altenbernd from the Lake Agassiz Regionat Council reported that <br />a Community Development Block Grant loan for Tri-Line Transportation <br />has been approved in the amount of $110,OOO.OO at 6% interest over <br />twenty years. He stated that 25% of the interest, or $1,650 per <br />year, goes back to the County for administration. He asked the <br />County Commission to endorse their contract for professional services <br />at 10% administration, to a maximum of $10,OOO; and he asked the <br />Commission to consider authorizing the Lake Agassiz Regional Council <br />to administer the professional services contract at the time the <br />County passes a resolution of sponsorship on future Community <br />Development Block Grant loan programs. NOTION, passed <br /> Mr. Shannon moved and Mr. Sondra]] seconded to authorize <br /> the Lake Agassiz Regional Council to be the supervisory <br /> agency for the Community Development Block Grant for Tri- <br /> Line Transportation; and in the future when they present a <br /> resolution of sponsorship, authorize the Lake Agassiz <br /> Regional Council to administer these programs should the <br /> State of North Dakota determine them to be an eligible <br /> pro3ect. Motion carried. <br /> <br /> <br />
