Comm. Minutes--July 18, 1989 293 <br /> <br />6. SOCIAL SERVICES, Accountant II position <br />A letter' was received from Tom Jensen, County Social Services <br />Director, informing the Commission that the Social Service Board <br />recently approved converting a vacant Account Technician position to <br />an Accountant II position with overall responsibility for the <br />Accounting Department and related fiscal matters. The position would <br />be a grade level 23 with a salary range of $1626 to $2497 per month. <br />Mrs. Toussaint stated that this is actually a replacement but since <br />the grade level would be a 23 instead of 16, she recommended that it <br />be brought to the County Commission for approval. <br /> <br />Chairman Eckert stated that he received a 'letter, and the County <br />Social Service Board also received a letter, from County Accountant <br />Mike Montplaisir recommending that this position be fi'lied by an <br />accountant because of the large amount of dollars going through the <br />Social Services department. MOTION, passed <br /> Mrs. loussaint moved and Mr. Sondra]] seconded that the <br /> Social Services Department proceed with advertising for the <br /> position of an Accountant II, and to contact the County <br /> Personnel Office for the proper procedure. Mrs. Toussaint <br /> stated that this position would be above the person that is <br /> there now. On roll ca]] vote, motion carried unanimously. <br /> <br />7. SOCIAL SERVICES, Overtime pay for S. Schock <br />A 'letter was received from Tom Jensen stating that he has received a <br />request from Sidney Schock for overtime pay as a result of Hr. Schock <br />serving on the salary study committee, which the Commission <br />appointed. States Attorney Robert Hoy, who was chairman of the <br />salary committee, stated that he understands that Mr. Schock's normal <br />work accumulated and not all could be shifted to other workers so he <br />was forced to work overtime to catch up. It was the consensus of the <br />Commission that this question directly relates, to Mr. Jensen's office <br />and is not a decision to be made by the Commission. <br /> <br />8. SOCIAL SERVICES, Community Survival ProRram ~mployee salaries <br />A letter was received from Tom Jensen asking for a letter of <br />explanation of the Commission's action of not adjusting the salaries <br />of the Community Survival Program employees. Jim Berglie, Director <br />of the Community Survival Program, was present at this time. He also <br />addressed a letter to the Commission, on behalf of his staff, <br />regarding the Commission's dec]sion to exclude them from the pay <br />raises being granted to employees of Cass County Social Services. <br /> <br />Mr. Berglie stated that there are adequate funds to cover 100% of the <br />adjusted increases for 1989. He added that there has been a lot of <br />information which may have complicated the issue for the Commission. <br />He stated that they anticipate meeting with the State in October and <br />at that time, should be able to be more specific regarding <br />reimbursement rates for 1990. Mr. Shannon stated that it is not the <br />Commission's intent to be discriminatory, but there has been a lot of <br />confusing and conflicting information provided. Mr. Berglie <br />requested approval of 1989 salary increases, with a reevaluation <br />after their meeting with the State in October. Since the Community <br />Survival Program is 100% funded by the State, Mr. Sondrall questioned <br />why the County Commission is being asked to approve this. <br /> <br /> <br />
