JAIL FACILITY, Air conditipnin~ approved MOTION, passed Mr. Sondrall moved and Mr. Shannon seconded to authorize spending up to $750 for improving the air conditioning system in the County Jail. On roll call vote, the motion carried unanimously. 36. SOCIAL SERVICES, Computer operatinR cost Mr. Wie'land reported that a letter has been written to the State Social Department regarding the high computer operating costs, and he received a response from Mike Schwindt. Mr. Wieland asked that a copy of the letter be provided to each member of the County Social Service Board. 37. SALARY PROPOSAL, Accountant report and response from dept. head~ A written report was received from Accountant Mike Montp'laisir on the fiscal impact of the 1989 and 1990 proposed salary increases. He stated that it is difficult to determine the effect on the 1990 budget, at this point. As far as the 1989 budget, most County funds would be able to fund the increases with their present dollars. The Social Service fund will have to be amended regardless of what the Commission does with salaries because AFDC medical assistance and foster care, according to figures received from Tom Jensen, will cost the Coun'by about $380,000 more this year than what was budgeted. Because of some increased income and some savings through the budget, Mr. Montplaislr projected a general fund balance of 1.1 million dollars at the end of 1989. Some of this may need to be tr'ansferFed to Social Services to offset their deficit, projected at $230,000. NOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to adopt the document entitled "AMENDMENTS TO SALARY AND BENEFITS PROPOSALS" which Mr. Shannon read in its entirety for the information of all those in attendancff. (See attached) After a question by Mr. Wieland on Paragraph 10, States Attorney Robert Hoy recommended that the words "or the date of hiring, whichever is later" be inserted on line 6 following January 1, 1989. Mr. Shannon moved and Mrs. Toussaint seconded to amend the motion to include the above. Motion carried. Discussion continued on the original motion with Mr. Wieland questioning the document from the States Attorney, dated July 11, 1989, regarding positions exempt from overtime provisions of the Fair Labor Standards Act. Mr. Hoy stated that this is a list of positions in Cass County which he believes are exempt or excluded from the overtime provisions of FLSA. He stated that this is incorporated in paragraph 14 of the "AMENDMENTS TO SALARY AND BENEFITS PROPOSALS". Jeannette Stanton, former Commissioner, was recognized by the Chairman and said she was appearing on behalf of the taxpayers. She stated that she was involved in budget discussions last year and cannot believe those projections were that far off, She hoped the Commissioners would not take any action today but take time to study it. Mr. Wieland indicated that he would like to eliminate the personnel problems of this County and encouraged the Commission to proceed with plans to hire a Personnel Director. At the call for the question and on roll call vote, the motion carried unanimously.
