JAIL FACILITY, Air conditipnin~ approved MOTION, passed <br /> Mr. Sondrall moved and Mr. Shannon seconded to authorize <br /> spending up to $750 for improving the air conditioning <br /> system in the County Jail. On roll call vote, the motion <br /> carried unanimously. <br /> <br />36. SOCIAL SERVICES, Computer operatinR cost <br />Mr. Wie'land reported that a letter has been written to the State <br />Social Department regarding the high computer operating costs, and he <br />received a response from Mike Schwindt. Mr. Wieland asked that a <br />copy of the letter be provided to each member of the County Social <br />Service Board. <br /> <br />37. SALARY PROPOSAL, Accountant report and response from dept. head~ <br />A written report was received from Accountant Mike Montp'laisir on the <br />fiscal impact of the 1989 and 1990 proposed salary increases. He <br />stated that it is difficult to determine the effect on the 1990 <br />budget, at this point. As far as the 1989 budget, most County funds <br />would be able to fund the increases with their present dollars. The <br />Social Service fund will have to be amended regardless of what the <br />Commission does with salaries because AFDC medical assistance and <br />foster care, according to figures received from Tom Jensen, will cost <br />the Coun'by about $380,000 more this year than what was budgeted. <br />Because of some increased income and some savings through the budget, <br />Mr. Montplaislr projected a general fund balance of 1.1 million <br />dollars at the end of 1989. Some of this may need to be tr'ansferFed <br />to Social Services to offset their deficit, projected at $230,000. <br /> NOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to adopt the <br /> document entitled "AMENDMENTS TO SALARY AND BENEFITS <br /> PROPOSALS" which Mr. Shannon read in its entirety for the <br /> information of all those in attendancff. (See attached) <br /> After a question by Mr. Wieland on Paragraph 10, States <br /> Attorney Robert Hoy recommended that the words "or the date <br /> of hiring, whichever is later" be inserted on line 6 <br /> following January 1, 1989. Mr. Shannon moved and Mrs. <br /> Toussaint seconded to amend the motion to include the <br /> above. Motion carried. Discussion continued on the <br /> original motion with Mr. Wieland questioning the document <br /> from the States Attorney, dated July 11, 1989, regarding <br /> positions exempt from overtime provisions of the Fair Labor <br /> Standards Act. Mr. Hoy stated that this is a list of <br /> positions in Cass County which he believes are exempt or <br /> excluded from the overtime provisions of FLSA. He stated <br /> that this is incorporated in paragraph 14 of the <br /> "AMENDMENTS TO SALARY AND BENEFITS PROPOSALS". Jeannette <br /> Stanton, former Commissioner, was recognized by the <br /> Chairman and said she was appearing on behalf of the <br /> taxpayers. She stated that she was involved in budget <br /> discussions last year and cannot believe those projections <br /> were that far off, She hoped the Commissioners would not <br /> take any action today but take time to study it. Mr. <br /> Wieland indicated that he would like to eliminate the <br /> personnel problems of this County and encouraged the <br /> Commission to proceed with plans to hire a Personnel <br /> Director. At the call for the question and on roll call <br /> vote, the motion carried unanimously. <br /> <br /> <br />
