Minutes--July 11, 1989 291 <br /> <br />Mr. Wieland assumed there is a need for a grievance committee on a <br />permanent basis and recommended that there be a provision for <br />alternates tn the event of a conflict of interest in a department. <br />He felt one Commissioner should sit on that committee, at least to <br />serve as a liaison. <br /> <br />Mr. Wieland also stated that he will look into reinstating the <br />contract with Employee Assistance Program Consultants, which the <br />Commission intends to terminate according to Paragraph 16 of the <br />"AMENDMENTS TO SALARY AND BENEFITS PROPOSALS". Sandra Brumfield, <br />Personnel Assistant, felt that the subcommittee on employee benefits <br />did not look into any alternative programs. <br /> <br />38. PERSONNEL DIRECTOR, Committee to be appointed <br />Mr. Wieland presented a preliminary job description for a Personnel <br />Director, prepared by Personnel Technician Sandra Brumfield. He will <br />mee't with Commissioner'Toussaint before next Tuesday so they can <br />recommend a committee to be appointed at the next meeting. <br /> <br />39. PERSONNEL FILES, To be retained by Personnel Dept. <br />Mr. Shannon stated that as a result of review with department heads, <br />it came to his attention that not all personnel files are kept in the <br />Personnel Department. For this reason, he proposed the following: <br /> <br />WHEREAS, it is deemed proper and ordinary that all personnel records <br />be located in the locked files of the Personnel Office; and <br /> <br />WHEREAS, it is known that Social Service personnel files are not <br />located in this office, <br /> <br />IT IS HEREBY MOVED that immediately following this meeting, Sandra <br />Brumfield, Personnel Assistant, and Robert Hoy, States Attorney, be <br />authorized to remove all permanent personnel records from their <br />present 'locations to the locked files in th~ Personnel Office; as <br />well, neither the Social Service Director nor his staff may no longer <br />keep or maintain new personnel information in any location other than <br />the Personnel Office except as a temporary loan for review or <br />updating; as well, Mr. Hoy and Ms. Brumfield may devise what system <br />they deem appropriate to protect the confidentiality of social <br />service clients as may be required to assure client anonymity under <br />the law and other rules and procedures. MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded that the <br /> above procedures be approved. On roll call vote, the <br /> motion carried unanimously. <br /> <br />40.
