Comm. Hinutes--July 11, 1989 288

25. 4-H LIVESTOCK JUDGING TEAH, Funding request
A request was received from the Cass County 4-H Livestock Judging
Team for a contribution from Cass County to help meet expenses for a
trip to the National 4-H Contest in Louisville, Kentucky, in
November.
NOTION, passed
Hr. Sondra11 moved and Hr. Wieland seconded that Cass
County contribute $250 to be used by the 4-H Livestock
Judging Team for their trip to the National 4-H Contest in
Louisville, KY. Pros and cons of funding such projects
were discussed. Hrs. Toussaint felt such funding should be
included in the annual budget, and that Commissioners need
to adopt some guidelines so that future requests of this
kind may be handled in a more uniform manner. Hr. Shannon
felt that this is a very worthy cause, but in examining the
amount of money which the Commission donates to worthy
causes in one year's time, he finds the dollar amounts to
be quire staggering. He expressed concern about
accountability in how taxpayer money is spent, and he
questioned what this donation has to do with the core
business of county government. The motion carried on roll
call vote with four members voting "Aye", and Hr. Shannon
voting "No" for the above reasons.

26. LOST INSTRUHENT BOND, Jeanne Paulson NOT£ON, passed
Hr. Shannon moved and Hr. Sondrall seconded to receive and
file the Indemnity Bond on Lost Instrument for Jeanne
Paulson, and authorize the County Auditor to issue a
duplicate check in the amount of $52.56. On roll call
vote, the motion carried unanimously.

27. CHECKS OUTSTANDING, Cancelled
NOT~ON, passed '
Hr. Wieland moved and Hr. Shannon seconded to cancel
outstanding warrant-checks according to the list furnished
by the County Treasurer dated July 10, 1989. On roll call
vote, the motion carried unanimously.

28. ACCOUNTANT, Out of state travel NOTZON, passed
Hr. Shannon moved and Hr. Sondra11 seconded to approve out
of state travel for Hichael Hontplaisir, County Accountant,
to attend a conference in Hinneapolis, HN on July 21, 1989,
and in Alexandria, HN, on August 13-16, 1989. On roll call
vote, the motion carried unanimously.

29. INSURANCE, Red River Valley FairRrounds and Bonanzavill~
County Auditor Ordelle Brua referred to her letter of July 6, 1989,
to the County Commissioners regarding the State Fire and Tornado Fund
insurance premiums for Bonanzaville and the Red River Valley
Fairgrounds.
