Comm. Minutes--July 11 , 1989 285 <br /> <br />14, FLOOD DAMAGES, Letter from State Highway Department <br />A letter was received from David Leftwich, Secondary Roads Engineer <br />for the State Highway Department, indicating that some monies would <br />be availab'le for projects to mitigate damages from future floods. <br /> <br />15. COURTHOUSE, Telephone system update and committee established <br />Glenn EIIingsberg appeared before the Board to request a <br />determination from the Commissioners on the handling of day to day <br />operation, s of the AT&T telephone system in the Courthouse. He <br />furnished information at the 'last meeting on costs, users, security, <br />and backup power. He lee'Is the system is not being uti'lized to its <br />fullest capabilities at the present time, and that there is a <br />definite need to have someone in-house named as a technical advisor. <br />He does not feel he could provide the support needed because his job <br />requires him to be in and out of his office. He recommended the Data <br />Processing Coordinator as the best person able to provide this <br />support. <br /> <br />Mr. Ellingsberg stated that there are numerous problems with the <br />telephone system, especially in the Social Services Department. He <br />felt there is a need for them to seriously review the new system with <br />a technician, or else revert to their old system. <br /> <br />Mr. Wieland suggested that three or four people be trained in the <br />system's capabilities. He lee'Is that individual offices should be <br />responsible for paying their own telephone line costs. Mr. Shannon <br />felt that more time is needed to review the problem, with the <br />possibi'lity of contracting for day to day technica'l services or <br />appointing a group to represent all offices. He asked that a <br />committee be appointed for this purpose, and offered to be a <br />representative from the Board. Mr. Wieland further suggested that <br />when a committee is established, a training program for employees be <br />considered. <br /> <br />A committee was established consisting of Glenn Ellingsberg, Mike <br />Steiner, and Commissioner Shannon to examine and make a <br />recommendation on who should have permanent responsibility for the <br />te'lephone system. <br /> <br />Mr. Ellingsber9 recommended the lease-purchase of a back-up telephone <br />system from AT&T at a cost of $435/month for a period of 24 months, <br />for a total cost of $10,440.00. Hr. Wieland stated that he preferred <br />purchasing the system instead of leasing it, and he suggested pro- <br />rating the cost back to each department. NOTION, passed <br /> Mr. Shannon moved and Mr. Wieland seconded to purchase a <br /> telephone back-up system from AT&T at a cost of <br /> approximately $8,000 to be paid from the Telephone Trust <br /> account, and the majority of expenses to be billed back to <br /> the user. On roll call vote, the motion carried <br /> unanimously. Mr. Shannon asked that the minutes reflect <br /> that the above matter be reviewed by the committee to <br /> review the telephone situation. <br /> <br /> <br />
