Hinutes--June 20, 1989 278 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Sondrall seconded to send a <br />letter to Mr. Harry Arneson, Jr. thanking him for his <br />interest and informing him that should one of the available <br />]ay director positions become vacant, the Commission hopes <br />he would reapply and he would receive every consideration <br />at that time. Hotion carried. <br /> <br />21. SOUTHEAST HUMAN SERVICES, Incumbents responses <br />Chairman Eckert stated that letters were sent two weeks ago to Alvin <br />Johnson and Jeannette Stanton asking their intentions on the <br />Southeast Human Service Center Board, A response was received from <br />both indicating that they wish to continue serving on that board, <br /> <br />Hrs. Toussaint brought up the motion passed by the County Commission <br />in February stating that when a person's term as a Commissioner is <br />done, they are done serving on boards as representation from the <br />County. Her assumption is that Mrs. Stanton's term on the Southeast <br />Human Service Board is done because of the motion passed in February. <br />She stated that there are actually two vacancies as of December 31, <br />1988. She has three or four names of interested people. <br /> <br />Mrs. Toussaint asked for an opinion from the States Attorney on the <br />procedure for removing a member from the Southeast Human Services <br />Board, and Mr. Hoy referred to his letter of January 6, 1989, <br />regarding tenure of Commission appointments. He stated that County <br />Commissioners may serve as members, provided they do not comprise <br />more than one-third of the total Council members. He noted that <br />Mrs. Stanton's former term expired December 31, 1988 but prior to <br />that date, she was reappointed for another two year term. He did not <br />recall that there was any mention in the Statute, whatsoever, on <br />removal of a member, <br /> <br />Mr. Wieland asked to review the names submitted to Mrs. Toussaint, <br />and she suggested placing the matter on the agenda for July 11th. <br /> <br />22. NDACo, De!e9ate to annual meetiDR <br />A meeting of elected County officials was held in the Commission Room <br />for the purpose of selecting a delegate to the North Dakota <br />Association of Counties annual meeting to be held in Grand Forks on <br />October 31-November 3, 1989. Dorothy Howard, Clerk of District <br />Court, was appointed to represent Cass County. <br /> <br />23. PERMIT, Special alcoholic beverage license MOTION, passed <br /> Mr. Wieland moved and Mr. Sondra]] seconded to approve the <br /> permit for a special alcoholic beverage license by Radisson <br /> Hotel Fargo for a World War II Bomber Pilots Convention at <br /> Bonanzavi]]e on the date of August 25, 1989, and charge a <br /> $25.00 fee. Mr. Wie]and asked Palmer Forness, who was <br /> present, how this is po]iced, and Mr. Forness stated that <br /> they have had problems in the past with groups vandalizing <br /> their facilities but did not anticipate a problem with this <br /> group. They have to make arrangements with Bonanzavi]]e <br /> for security. Robert Hoy stated that all the County is <br /> doing is approving or disapproving the alcoholic beverage <br /> sales on that day as requested. On roll ca]] vote, the <br /> motion carried unanimously. <br /> <br /> <br />
