Minutes--June 6, 1989 267 <br /> <br />which time several members of the Historical Society, <br />including Palmer Forness, A1Spielman, Janice Erbstoesser, <br />Barb Bruzelius, and Duane Durr, addressed the Commission. <br />They expressed concern about construction of the <br />agriculture building rather than proceeding with the <br />railroad project, which they feel has taken a back seat to <br />other projects. Mr. Spielman asked the County Commission, <br />as the sponsoring agency of the Cass County Historical <br />Society, to appoint a committee to solve the problems <br />between the personality conflicts at Bonanzaville. <br />Mr. Schroeder felt they could work out their feelings of <br />discord among themselves. Janice Erbstoesser stated that <br />she was denied a copy of the audit and Board minutes of the <br />Historical Society, even though she offered to pay for the <br />copies. Robert Hoy stated that the open records law in <br />North Dakota is very broad but if someone asks for a copy, <br />they are entitled to receive it and the Historical Society <br />would have the right to charge a reasonable copying fee. <br />At the call for the question, the motion carried with four <br />members voting "Aye", Hr. Wieland having earlier excused <br />himself from the meeting. <br /> <br />22. COMMISSION MEETING RECESSED <br />Chairman Eckert declared a recess at 12:15. <br />at 1:15 PM with all members present. <br /> <br />The meeting reconvened <br /> <br />23. SITE AUTHORIZATION, Permits approyed MOTION, passed <br /> Mr. Sondral] moved and Mr. Wieland seconded to grant Site <br /> Authorization Permits for the period of July 1, 1989 to <br /> June 30, 1990, to the Dakota Chapter of the National <br /> Multiple Sclerosis Society to conduct games of chance at <br /> the Lower 48 in Wild Rice, ND; and to the F-H Community <br /> Theatre to conduct games of chance at the Windbreak Lounge <br /> located in Barnes Township. Motion carried. <br /> <br />24. APPOINTMENT TO HOUSING AUTHORITY, George Griffeth MOTION, passed <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to appoint <br /> George Griffeth of Casselton to the Housing Authority of <br /> Cass County to complete the unexpired term of LaVonne <br /> Selberg, ending July 1, 1991. Motion carried. <br /> <br />25. COUNTY COURT, Appt. of Small claims Referee MOTION, passed <br /> Hr. Wieland moved and Hr. Shannon seconded to approve the <br /> appointment of Michael Lochow as Small Claims Referee for <br /> County Court on the date of May 24, 1989. Motion carried. <br /> <br />26. VOUCHERS APPROVED <br />Mr. Shannon reported that he reviewed the list of bills in some <br />detail, and he had some questions on how the Fargo Community Health <br />Center is paid under the County's contract with them. Hr. Wie]and <br />stated that the County receives reimbursement each year, and he <br />stated that the officials of the Fargo Community Health Center <br />discuss the budget with the Commissioners each year. Mr. Shannon <br />also had some questions of funding in general areas, and not <br />necessarily specific items. <br /> <br /> <br />
