Comm. Minutes--June 6, 1989 267 which time several members of the Historical Society, including Palmer Forness, A1Spielman, Janice Erbstoesser, Barb Bruzelius, and Duane Durr, addressed the Commission. They expressed concern about construction of the agriculture building rather than proceeding with the railroad project, which they feel has taken a back seat to other projects. Mr. Spielman asked the County Commission, as the sponsoring agency of the Cass County Historical Society, to appoint a committee to solve the problems between the personality conflicts at Bonanzaville. Mr. Schroeder felt they could work out their feelings of discord among themselves. Janice Erbstoesser stated that she was denied a copy of the audit and Board minutes of the Historical Society, even though she offered to pay for the copies. Robert Hoy stated that the open records law in North Dakota is very broad but if someone asks for a copy, they are entitled to receive it and the Historical Society would have the right to charge a reasonable copying fee. At the call for the question, the motion carried with four members voting "Aye", Hr. Wieland having earlier excused himself from the meeting. 22. COMMISSION MEETING RECESSED Chairman Eckert declared a recess at 12:15. at 1:15 PM with all members present. The meeting reconvened 23. SITE AUTHORIZATION, Permits approyed MOTION, passed Mr. Sondral] moved and Mr. Wieland seconded to grant Site Authorization Permits for the period of July 1, 1989 to June 30, 1990, to the Dakota Chapter of the National Multiple Sclerosis Society to conduct games of chance at the Lower 48 in Wild Rice, ND; and to the F-H Community Theatre to conduct games of chance at the Windbreak Lounge located in Barnes Township. Motion carried. 24. APPOINTMENT TO HOUSING AUTHORITY, George Griffeth MOTION, passed Mr. Sondrall moved and Mrs. Toussaint seconded to appoint George Griffeth of Casselton to the Housing Authority of Cass County to complete the unexpired term of LaVonne Selberg, ending July 1, 1991. Motion carried. 25. COUNTY COURT, Appt. of Small claims Referee MOTION, passed Hr. Wieland moved and Hr. Shannon seconded to approve the appointment of Michael Lochow as Small Claims Referee for County Court on the date of May 24, 1989. Motion carried. 26. VOUCHERS APPROVED Mr. Shannon reported that he reviewed the list of bills in some detail, and he had some questions on how the Fargo Community Health Center is paid under the County's contract with them. Hr. Wie]and stated that the County receives reimbursement each year, and he stated that the officials of the Fargo Community Health Center discuss the budget with the Commissioners each year. Mr. Shannon also had some questions of funding in general areas, and not necessarily specific items.
