Comm. Minutes--June 6, 1989 266

Mr. Richards stated that there are some items that need to be
clarified. However, it appears that this site will be eligible for
Federal disaster money to replace the bridge with a road at an
estimated cost of $30,000.00. The road would have to be a public
road, and right of way would need to be acquired. Mr. Richards
stated that the County's previous offer to remove the bridge at no
cost to the township still stands. Mr. Solberg stated that his
letter contained a number of questions pertaining to all of the
bridges in Stanley Township, and he would like to know the County's
position. Again, Mr. Wieland stated that the letter was referred to
the County Engineer for his response to the County Commission.

19. SOCIAL SERVICES, ComPuter system
Tom Jensen, County Social Services Director, appeared before the
Board regarding a shortfall in the budget line item for the computer
system. He stated that the next quarterly billing will come some
time in July, and he has already expended the budget line item after
making only two quarterly payments in this calendar year.
Mr. Wieland offered to write a letter to the State Human Services
Department inquiring about the cost of the computer system, and the
other Commissioners were in agreement. In the meantime, Mr. Eckert
suggested that the County Social Services Board look at addressing
this from another line item in the Social Services budget.

20. WEED CONTROL, Mobile radios purchased MOTION, passed
Upon the request of Wayne Oolberg, Weed Control Officer,
Mr. Sondrall moved and Mrs. Toussaint seconded that the
Weed Control Board be authorized to purchase four mobile
radio units at an approximate cost of $3,200 with funding
to be taken from the temporary salaries line item in the
Weed Control budget. Glenn Ellingsberg was present and
stated that it is very important to have a radio system for
use in the field vehicles for safety purposes. Mr. Shannon
felt this is a management decision and suggested that Mr.
Colberg discuss the transfer of funds with the County
Accountant for future budget comparisons. On roll call
vote, the motion carried unanimously.

21. HISTORICAL SOCIETY, Agriculture building, Annual Report
Hr. Darrol Schroeder, President of the Cass County Historical
Society, was present along with Margo Lang, Operations Manager at
Bonanzaville, and Ken McIntyre, Secretary-Treasurer. They provided
the Commissioners with a copy of their annual report as of December
31, 1988. Mr. Shannon asked if plans are proceeding to build a
railroad, and Ms. Lang stated that the Historical Society Board has
approved it and the track has been purchased with one payment of
$11,000 remaining. The railroad ties have been donated.

Mr. Schroeder reminded the Commission that two years ago, a concrete
slab was added for an agriculture building, and he requested a permit
to proceed with construction plans. MOTION, passed
Mrs. Toussaint moved and Hr. Shannon seconded to authorize
Bonanzaville to apply for a permit for construction of an
agricultural building and bring back the plans and bids for
final approval. The Chairman called for discussion at
