Comm. Minutes--May 16, 1989 255 19. CDBG LOAN PROGRAM, Town & Country Roll-Off Service Car] Altenbernd from tile Lake Agassiz Regional Council appeared on behalf of Gary and Kathy Nyhof of Town and Country Roll-Off Service requesting County sponsorship in order for the business to apply for Community Development Block Loan Funds in the amount of $25,000 to expand solid waste collection service. NOTION, passed Mr. Shannon moved and Mr. Wieland seconded that the Cass County Commission authorize submittal of an application for Community Development Block Loan Funds on behalf of Town & Country Roll-Off Service. On roll call vote, the motion carried unanimously. 20, HOLIDAY SCHEDULE, Commission meetin~ date chan~qg~ A memo was received from SandFa Brumfield, Personnel Assistant, informing the Commission that the Governor of North Dakota designated July 3, 1989, as a public holiday in recognition of the North Dakota Centennial. Ms. Brumfield requested that the Commissio~ formally acknowledge this holiday to Cass County employees in accordance with Cass County's personnel policy, Section 4.8. The July 4th holiday is on a Tuesday, which is a regular Commission meeting day, and Mrs. Toussaint suggested holding this meeting one week later. NOTION, passed Hr. ~ieland moved and Hrs. Toussaint seconded to designate July 3rd as a public holiday in recognition of the North Dakota Centennial, as the Governor has done for the State of North Dakota; and that the July 4th Cass County Commission meeting be moved to July 11, 1989. On roll call vote, the motion carried unanimously. 21. PARK BOARD HEET[NG HELD, Commission meetinR recessed Chairman Eckert declared a recess for ~he purpose of a meeting of the Cass County Park Board, and the Commission meeting was reconvened at 1:45 PH after lunch with County Department Heads. 22. CONTRACT, ENV~RONHENTAL SYSTEMS/F[RE SAFETY EQU[P. HA~NTENANCF The Commission received a proposed contract for 1989 with Peterson Mechanical for environmental systems and fire safety equipment maintenance. States Attorney Robert Hoy reviewed the contract and stated that it is similar to last year's other than a 5% increase, which is allowable. Mr. Sondrall stated that he and the County's Maintenance Supervisor are satisfied with the company's performance. Mr. Shannon stated that he reviewed some County bills and it looks as though the County is paying in excess of $1,500 per month for the contract which includes four inspections of equipment per year, but the County is billed for everything else separately, including labor. Mr. Wieland was under the impression that the contract included the cost of material and labor when equipment repairs are needed. Mr. Shannon suggested that the States Attorney, Alton Johnson, Commissioner Sondrall and himself review this contract further and with the help of the States Attorney, advise Peterson Mechanical that the contract is not being automatically renewed.
