CLERK OF DISTRICT COURT, Application for stQte fundin~ Mr. Wieland reported on legislation providing that counties may apply to the State of North Dakota for the Clerk of District Court office to be under the jurisdiction of the State, and at the State's expense. He stated that there is no funding at present but the State will accept applications on a first come, first serve basis when funding becomes available. He also stated that the County may withdraw its application if found at a later time that it is not in the best interests of the County. MOTION, passed Mr. Hieland moved and Mr. Sondrall seconded that Cass County apply to the State of North Dakota for the Clerk of District Office to be under the jurisdiction of the State, and at the State's expense. Mr. Shannon asked why the State would do this, and Mr. Hieland felt it is a move toward unification of the Court system. He stated that Dorothy Howard, Clerk of District Court, has some concerns but not about passing the motion today because of the option to withdraw. Hr. Shannon asked if there is a deadline for withdrawing, and Mr. Hieland stated that there is not because there is no funding at this time. At the call for the question and upon roll call vote, the motion carried unanimously. 32. RAFFLE PERMIT, Northern Plains Rabbit Breeders Assn. MOTION, passed Mr. Sondrall moved and Hr. Shannon seconded to approve the application for a raffle permit for the Northern Plains Rabbit Breeders Association to be held at the Red River Valley Fairgrounds on the date of October 28, 1989. Motion carried. 33. VOUCHERS, Approved MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to take from the table the motion to approve the bills. Motion carried. MOTION, passed Hr. Wieland moved and Hr. Shannon seconded to amend the motion for approval of bills subject to the personal approval of Chairman Eckert on two items. Hotion carried. On the motion to approve payment of Vouchers No. 2,428- 3,186, the motion carried unanimously. 34. LOST INSTRUMENT BONDS, Approved MOTION, passed Hr. Shannon moved and Mrs. Toussaint seconded to receive and file Indemnity Bonds on Lost Instruments for Todd Holm, Geraldine Johnson, Cleo Delzer, and Carol Spichke; and authorize the County Auditor to issue duplicate checks. On roll call vote, the motion carried unanimously. The Commission asked the Auditor to provide a figure on what it costs for cancelling these checks.
