Comm. Hinutes--Hay 2, 1989 246 <br /> <br />22. VECTOR CONTROL & SE HUHAN SERVICES, Board appointments <br />Commissioner Toussaint stated that in addition to Social Service <br />Board appointments today, there is a vacancy on the Cass County <br />Vector Control Board due to Commission action on February 14, 1989, <br />relating to concurrent terms as commissioners and service on all <br />boards; and there are three vacancies on the Southeast Human Service <br />Center, these being former Commissioner Jeannette Stanton, former <br />County employee Alvin Johnson, and one vacancy which has existed for <br />some time, She asked if the Commission wishes to act on these <br />appointments separate from the Social Service appointments, and it <br />was suggested by a majority of the Commissioners that these be placed <br />on the next agenda and advertise the positions, <br /> <br />23. SOCIAL SERVICE BOARD, Appt, of Harold TYSVer and James Kappel <br />Nine applications were received for appointment to the County Social <br />Services Board to fill the vacancies of former County Commissioners <br />Jeannette Stanton and Ray Larson. MOTION, wfthdrawn <br /> Mr. Shannon moved and Mr. Sondrall seconded to nominate <br /> Harold Tysver, James Kappel, and Adeline Hartl for County <br /> Social Service Board appointment. Mr. Wieland asked the <br /> States Attorney how the Commissioners would vote since <br /> three names were nominated for only two vacancies. Robert <br /> Hoy stated that technically it is not legal to vote by <br /> secret ballot. Hr. Shannon withdrew his motion nominating <br /> three people because the Commission determined to use the <br /> list of applicants and each vote for two people on a sheet <br /> of paper with their name on it. Mr. Sondrall withdrew his <br /> second. The Auditor proceeded to tabu]ate the written <br /> votes of each Commissioner. Harold Tysver received five <br /> votes, James Kappel received three votes, and Adeline Hart] <br /> received two votes. <br /> MOTION, carrfed <br /> Hr. Wieland moved and Hrs. Toussaint seconded to appoint <br /> Harold Tysver and James Kappel to fill two unexpired terms <br /> on the Social Services Board to expire July 31, 1990. <br /> Motion carried. <br /> <br />24. SOCIAL SERVICE BOARD, Letter to applicants MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to send <br /> letters to those people who were not appointed to the <br /> Social Service Board thanking them for their interest, and <br /> to send letters to newly appointed Social Service Board <br /> members, Harold Tysver and James Kappel. Hotion carried. <br /> <br />25. VECTOR CONTROL BOARD AND SE HUMAN SERVICES, Nominating committee <br /> MOTION, passed <br /> Mr. Shannon moved and Mr. Wieland seconded that <br /> Commissioner Toussaint set up a nominating committee of her <br /> size and desire for one appointment to the Vector Control <br /> District and for three appointments to the Southeast Human <br /> Service Center; and that she make a recommendation to the <br /> County Commission at the earliest opportunity, with a <br /> deadline date of May 12, 1989, for submitting applications. <br /> Motion carried. <br /> <br /> <br />
