Comm. Hinutes--Hay 2, 1989 The Chairman called for discussion. Mr. Wieland asked if the intent of the motion is to adopt salary increases for all department heads without an evaluation of each by the Commissioners. Hr. Shannon stated that the Commission is not adopting anything as far as dollars but will look at this again in June as far as adoption. Mr. Wieland felt the committee went beyond what their charge was in including department heads in this report because that decision is made by this Commission. At the call for the question and on roll call vote, the motion carried unanimously. 243 7. PERSONNEL GRIEVANCE COMMITTEE, Composition adopted MOTION, passed Hr. Shannon moved and Mr. Sondrall seconded to adopt the composition of the grievance committee as recommended in the "Report of the Committee on Personnel Policies". On roll call vote, the motion carried unanimously. 8. DEPARTMENT HEADS, Evaluation form Hr. Wieland stated that he would like to have each one of the County Department Heads complete an evaluation form. Commissioners Wieland and Toussaint will meet with Judge Racek to determine how to handle this and will come back to the Commission with a recommendation. 9. SOCIAL SERVICES, Question on County or State employees Concerning invo]vement of the State in the matter of Social Service employees being County or State employees, Mr. Wie]and stated that he and Commissioner Toussaint wi]] work on this with Judge Racek and the Social Service Department, and come back with a recommendaticn. 10. DRAIN #53, Quit Claim Deed, E.W. Wylie Corp. and M. Berdah] Mr. Rob Lyngstad, Vice President of E.W. Wyl.ie Corporation, stated that an error was found in the description of a County Drain on a Warranty Deed given by Clayton and Mae Berdahl to Cass County on December 3, 1974. E.W. Wylie Corporation is planning a development project south of the new Fargo Centennial School, and Mr'. Lyngstad requested that the necessary quit claim deeds be executed by Cass County in exchange for a new quit claim deed from E.W. Wylie Corporation and Mae E. Berdahl describing Cass County Drain ~53 as constructed. MOTION, passed Mr. Shannon moved and Mr. Sondra]] seconded to authorize the States Attorney to negotiate the necessary quit claim deed to implement the action that is requested of this Commission and authorize the Chairman to sign it. On roll ca]] vote, the motion carried unanimously. 11. BRIDGE ON COUNTY ROAD 6, Demonstration pro.iect County Engineer Don Richards reported that he was notified that Cass County was one of a few counties in the United States to be successful in obtaining a grant totaling approximately $35,000 from the Department of Agriculture and the Department of Forestry for the purpose of replacing a bridge deck using native elm timber on a bridge near Durbin.
