Comm. Hinutes--Hay 2, 1989 <br /> <br />The Chairman called for discussion. Mr. Wieland asked if <br />the intent of the motion is to adopt salary increases for <br />all department heads without an evaluation of each by the <br />Commissioners. Hr. Shannon stated that the Commission is <br />not adopting anything as far as dollars but will look at <br />this again in June as far as adoption. Mr. Wieland felt <br />the committee went beyond what their charge was in <br />including department heads in this report because that <br />decision is made by this Commission. At the call for the <br />question and on roll call vote, the motion carried <br />unanimously. <br /> <br />243 <br /> <br />7. PERSONNEL GRIEVANCE COMMITTEE, Composition adopted MOTION, passed <br /> Hr. Shannon moved and Mr. Sondrall seconded to adopt the <br /> composition of the grievance committee as recommended in <br /> the "Report of the Committee on Personnel Policies". On <br /> roll call vote, the motion carried unanimously. <br /> <br />8. DEPARTMENT HEADS, Evaluation form <br />Hr. Wieland stated that he would like to have each one of the County <br />Department Heads complete an evaluation form. Commissioners Wieland <br />and Toussaint will meet with Judge Racek to determine how to handle <br />this and will come back to the Commission with a recommendation. <br /> <br />9. SOCIAL SERVICES, Question on County or State employees <br />Concerning invo]vement of the State in the matter of Social Service <br />employees being County or State employees, Mr. Wie]and stated that he <br />and Commissioner Toussaint wi]] work on this with Judge Racek and the <br />Social Service Department, and come back with a recommendaticn. <br /> <br />10. DRAIN #53, Quit Claim Deed, E.W. Wylie Corp. and M. Berdah] <br />Mr. Rob Lyngstad, Vice President of E.W. Wyl.ie Corporation, stated <br />that an error was found in the description of a County Drain on a <br />Warranty Deed given by Clayton and Mae Berdahl to Cass County on <br />December 3, 1974. E.W. Wylie Corporation is planning a development <br />project south of the new Fargo Centennial School, and Mr'. Lyngstad <br />requested that the necessary quit claim deeds be executed by Cass <br />County in exchange for a new quit claim deed from E.W. Wylie <br />Corporation and Mae E. Berdahl describing Cass County Drain ~53 as <br />constructed. <br /> MOTION, passed <br /> Mr. Shannon moved and Mr. Sondra]] seconded to authorize <br /> the States Attorney to negotiate the necessary quit claim <br /> deed to implement the action that is requested of this <br /> Commission and authorize the Chairman to sign it. On roll <br /> ca]] vote, the motion carried unanimously. <br /> <br />11. BRIDGE ON COUNTY ROAD 6, Demonstration pro.iect <br />County Engineer Don Richards reported that he was notified that Cass <br />County was one of a few counties in the United States to be <br />successful in obtaining a grant totaling approximately $35,000 from <br />the Department of Agriculture and the Department of Forestry for the <br />purpose of replacing a bridge deck using native elm timber on a <br />bridge near Durbin. <br /> <br /> <br />
