SHERIFF'S DEPARTMENT, Represented by attorney <br />Attorney Robert Feder was present representing the County Sheriff's <br />Department and asking that the report be rejected because they feel <br />the classifications and salaries are wrong and unfair, and they felt <br />the committee used different methods of computing classifications for <br />the Sheriff's Department than for other departments. Mr. Feder <br />stated that this report ignores and destroys the existing chain of <br />command in the Sheriff's Department, and he requested that the pay <br />scale be rejected and referred to another committee or back to the <br />same committee with instructions to treat all County employees the <br />same. <br /> <br />One recommendation is that a grievance committee and a procedure be <br />established so that any employee has an opportunity to discuss this <br />matter. <br /> <br />6. PERSONNEL POLICY COMMITTEE, Time-table adopted MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to adopt the <br /> recommended time table for Items 1, 2, 3, and 4 in the <br /> "Report of the Committee on Personnel Policies" as follows: <br /> <br />1) Accept the report of the Subcommittee. <br /> <br />2) Establish a grievance procedure and grievance committee. <br /> The Commission should direct that all grievances be <br /> filed with the Personnel Office no later than 5:00 p.m. <br /> on Friday, May 12, 1989. The Commission should require <br /> that the proposed grievance form be utilized by any <br /> employee filing a grievance. The Commission should <br /> appoint the recommended grievance committee to hear such <br /> grievances and report their findings to the Commission <br /> no later than Friday, May 26, 1989. <br /> <br />3) Comments regarding overtime should be solicited from the <br /> Road and Sheriff's Departments. Specifically, those <br /> comments should include: <br /> (a) The amount of reimbursement received by Cass County <br /> for special event items, such as concerts, football <br /> games, working on private roads or driveways, et <br /> cetera. Also included should be the cost incurred <br /> by the County for providing such service. <br /> (b) Each of the departments affected should submit their <br /> recommendations concerning procedures for storm days <br /> and holiday pay. <br /> (c) Recommendations should be submitted by each of the <br /> affected departments as to how overtime hours are to <br /> be computed, i.e., on a 40-hour week, 160-hour, 28- <br /> day cycle, et cetera. <br /> <br />4) The Personnel Assistant should be directed to contact <br /> the appropriate governmental agency for a determination <br /> as to which of the County employees in proposed pay <br /> grade 21 or above are exempt from the requirement of <br /> overtime under the Fair Labor Standards Act. <br /> <br /> <br />
