Minutes--April 18, 1989 236 <br /> <br />Mr. Ellingsberg hoped the Commission would utilize emergency funding <br />for the expenses of any unusual equipment or labor used in connection <br />with the flooding. He will give a complete report of these expenses <br />after the April 24th meeting with FEMA. MOTION, passed <br /> Hfs. Toussaint moved and Mr. Wieland seconded to authorize <br /> the Chairman to sign the "DECLARATION OF A DISASTER" as <br /> prepared by Glenn Ellingsberg. Motion carried. <br /> <br />26. Resolution 1989-5 & 1989-6, Pisaster Emergency service~ <br /> MOTION, passed <br /> Mr. Sondrall moved and Mr. Shannon seconded to adopt <br /> Resolutions ~1989-5 and #1989-6 regarding Natural Disaster <br /> and Nuclear Disaster Emergency Operations Plans. Motion <br /> carried. <br /> <br />27. DISASTER EMERGENCY MANAGER, Commendation from State Office <br />Chairman Eckert read a letter at this time from the State Emergency <br />Preparedness Office extending personal commendation to all of the <br />people in Cass County who worked extra long hours during the recent <br />flooding, and particularly to Cass County Emergency Manager Glenn <br />Ellingsberg. Mr. Ellingsberg stated that he appreciated the comments <br />and credited the many volunteers and staff also. <br /> <br />28. SHERIFF, Vehicle purchase MOTION, passed <br /> Upon the request of Sheriff Don Rudnick, Mr. Shannon moved <br /> and Hr. Sondrall seconded that he be allowed to replace one <br /> damaged vehicle within the cash available received from <br /> insurance funds estimated at $5,000.00. On roll call vote, <br /> the motion carried unanimously. <br /> <br />29. COURTHOUSE SECURITY SYSTEM, Sheriff to imPlement system <br />Sheriff Don Rudnick reported that the security entrance system for <br />the Courthouse is close to being operative, and the Simplex Company <br />is anxious to be paid. He stated that the list of requests for <br />entrance cards has been reduced to about 90 but there is still <br />concern about running short of cards. Each additional 100 cards <br />would cost $400.00, and Sheriff Rudnick stated that he does not have <br />this money in his budget. <br /> <br />Mr. Shannon asked what the Sheriff's question is today, and <br />Mr. Rudnick stated that he was only put in charge of getting the <br />system operating and the training. A training session will be held <br />this Friday. Mr. Shannon stated that he does not feel the Commission <br />should become involved in day-to-day expenditures of each department <br />and suggested that the Sheriff talk with the County Accountant about <br />this expenditure. Mr. Wieland stated that he would not have a <br />problem with authorizing an expenditure for additional cards. The <br />Auditor and Accountant will check on availability of funds. It was <br />the consensus of the Commission that the Sheriff begin dispensing the <br />cards for the new security system, instruct the people how to use <br />them, and get the system in operation in order to determine how well <br />it works. <br /> <br /> <br />
