SOLID WASTE MANAGEMENT PLAN AND ADVISORY COUNCIL, Adopted MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to adopt the recommendation of the County Planning Commission for a Cass County Solid Waste Management Plan and approve the Advisory Council Hembership, and that Oscar Sondrall represent the County Commission on the Advisory Council. Motion carried. 31. SOLID WASTE MANAGEMENT, Meetinq to be held in Finley MOTION, passed Hr. Shannon moved and Mrs. Toussaint seconded that Commissioner Sondrall be allowed to attend a solid waste management meeting in Finley on May 4, 1989, if he so desires. Motion carried. 32. RAFFLE PERMIT, Hickson ELCA MOTION, passed Hrs. Toussaint moved and Hr. Wieland seconded to grant approval for a raffle permit for the Hickson Women of the ELCA to be held on June 3, 1989, at the Hickson Community Center, the proceeds to be used for mission work and church charity. Motion carried. 33. SOILS MAP, Letter to State SCS Chairman Eckert proposed sending a letter to the State Soil Conservation Service submitting a request in conjunction with the Cass County Water Resource Districts, the County Extension Agent, and the County Soil Conservation Service for soils re-mapping in Cass County as the State of North Dakota may have an opportunity to do the work at their cost and through Federal funds. Mrs. Toussaint asked if Cass County would be committed to the funding by making this request, and Mr. Eckert stated that the letter does not indicate the County will pay for it. County Tax Director Frank Klein was called upon, and he stated that the Tri-County map is accurate but this re- mapping would correlate the two present soil surveys. It was the consensus that the Chairman include in his letter that Cass County does not have sufficient funds to commit to this project but would like to be included in the State's overall planning. 34. FORMER DATA PROCESSING MANAGER, Letter to Personnel Dept, Sandra Brumfield, Personnel Technician, received a letter from former Data Processing Manager Richar~ Offutt, dated April 17, 1989, requesting Cass County to prepare his final pay check before the end of the month to include regular salary for April 3, 1989, in the amount of $165.36; unused vacation of 84 hours in the amount of $1,736.28; compensatory time of 42 hours in the amount of $868.14; and two weeks severance pay in the amount of $1,653.60 for what he termed a forced resignation. Miss Brumfield asked the Commission what action they wish to take. Commissioner Toussaint asked Sandra Brumfield how the County Personnel Policy addresses severance pay and comp time, and Miss Brumfield stated that the committee reviewing the County personnel policies discussed forced resignations at length and did not include it in the proposed new policy. She stated that comp time is not allowed to department heads under County Personnel Policy, and she has no record of any comp time for Mr. Offutt.
