SOLID WASTE MANAGEMENT PLAN AND ADVISORY COUNCIL, Adopted <br /> MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to adopt the <br /> recommendation of the County Planning Commission for a Cass <br /> County Solid Waste Management Plan and approve the Advisory <br /> Council Hembership, and that Oscar Sondrall represent the <br /> County Commission on the Advisory Council. Motion carried. <br /> <br />31. SOLID WASTE MANAGEMENT, Meetinq to be held in Finley <br /> MOTION, passed <br /> Hr. Shannon moved and Mrs. Toussaint seconded that <br /> Commissioner Sondrall be allowed to attend a solid waste <br /> management meeting in Finley on May 4, 1989, if he so <br /> desires. Motion carried. <br /> <br />32. RAFFLE PERMIT, Hickson ELCA MOTION, passed <br /> Hrs. Toussaint moved and Hr. Wieland seconded to grant <br /> approval for a raffle permit for the Hickson Women of the <br /> ELCA to be held on June 3, 1989, at the Hickson Community <br /> Center, the proceeds to be used for mission work and church <br /> charity. Motion carried. <br /> <br />33. SOILS MAP, Letter to State SCS <br />Chairman Eckert proposed sending a letter to the State Soil <br />Conservation Service submitting a request in conjunction with the <br />Cass County Water Resource Districts, the County Extension Agent, and <br />the County Soil Conservation Service for soils re-mapping in Cass <br />County as the State of North Dakota may have an opportunity to do the <br />work at their cost and through Federal funds. Mrs. Toussaint asked <br />if Cass County would be committed to the funding by making this <br />request, and Mr. Eckert stated that the letter does not indicate the <br />County will pay for it. County Tax Director Frank Klein was called <br />upon, and he stated that the Tri-County map is accurate but this re- <br />mapping would correlate the two present soil surveys. It was the <br />consensus that the Chairman include in his letter that Cass County <br />does not have sufficient funds to commit to this project but would <br />like to be included in the State's overall planning. <br /> <br />34. FORMER DATA PROCESSING MANAGER, Letter to Personnel Dept, <br />Sandra Brumfield, Personnel Technician, received a letter from former <br />Data Processing Manager Richar~ Offutt, dated April 17, 1989, <br />requesting Cass County to prepare his final pay check before the end <br />of the month to include regular salary for April 3, 1989, in the <br />amount of $165.36; unused vacation of 84 hours in the amount of <br />$1,736.28; compensatory time of 42 hours in the amount of $868.14; <br />and two weeks severance pay in the amount of $1,653.60 for what he <br />termed a forced resignation. Miss Brumfield asked the Commission <br />what action they wish to take. <br /> <br />Commissioner Toussaint asked Sandra Brumfield how the County <br />Personnel Policy addresses severance pay and comp time, and Miss <br />Brumfield stated that the committee reviewing the County personnel <br />policies discussed forced resignations at length and did not include <br />it in the proposed new policy. She stated that comp time is not <br />allowed to department heads under County Personnel Policy, and she <br />has no record of any comp time for Mr. Offutt. <br /> <br /> <br />
