Minutes--April 4, 1989 222 25.VOUCHERS APPROVED HOTZON, passed Mrs. Toussaint moved and Mr, Sondrall seconded that Vouchers No. 1576 through No. 2427 be approved and ordered paid. The motion carried on roll call vote with all members present voting "Aye". 26.APPOINTHENT TO SPECIAL ASSESSHENT COMMISSION, D.HoehR HOT,ON, passed Mr. Sondrall moved and Mrs. Toussaint seconded that Duane Hoehn be reappointed to the Special Assessment Commission for another six-year term to expire April 30, 1995. Motion carried. 27.RESIGNATION, Data Processing Manaqer/Director of Adm, Services Chairman Eckert read a notice of resignation that he received yesterday from Richard Offutt, effective at 5:00 PM on April 3, 1989. In the notice, Hr. Offutt stated that he deplored the management style that was used at the commission meeting, and Mr. Eckert stated that he felt the way in which Mr. Offutt was confronted with questions at the last meeting did not give him time to reply. HOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to receive and file the resignation of Richard Offutt from Cass County, effective April 3, 1989, at 5:00 PM. Hotion carried. Former County Commissioner Jeannette Stanton read a statement concerning the events which she felt lead to the resignation of Mr, Offutt. 28.DATA PROCESSING, ~aff replacement Chair'man Eckert stated that the Commission needs to address the issue that tt)ere is no longer anyone administering the data processing department, plus some other duties that were delegated to Richard Offutt as Director of Administrative Services. Sandra Brumf~eld, Personnel Technician, was present and stated that she feels the Commission needs to consider some type of stipend to Roxane Friese, a programmer in the Data Processing Department. In addition to her programming responsibilities, Hiss Friese is training in a programmer who was hired by Hr. Offutt about two weeks ago, ther'e has been a vacancy in the operator position for several months, and she has been the only one on call every evening and every weekend. Mrs. Toussaint asked if the operator position has been filled or advertised, and she asked for a recommendation from Miss Brumfield. Hiss Brumfield stated that Mr. Offutt conducted interviews and had made an offer to one person who declined because of the salary that was offered. She stated that she could review the applications for the operator position, and hire someone. Mr. Eckert stated that he would work with Hiss Brumfield on this with the Board's permission.
